As the mainstay of the national economy,manufacturing directly reflects the level of the country's productive forces,and it is the foundation of national development and prosperity.In recent years,when the global development pattern of manufacturing industry has undergone major changes,China must firmly grasp the current strategic opportunities and adjust the mode of economic development rapidly.Starting from the perspective of innovation-driven,policy environment optimization and socialism with Chinese characteristics,China must consider transformation and upgrading of the manufacturing as a new focus of national economic development to change "Made in China" to "Created in China".On May 8,2015,by premier Li Keqiang signing,the State Council issued the action plan of the first decade of implementing the manufacturing power strategy-"Made in China 2025"."Made in China 2025" proposed to achieve the strategic objectives of the manufacturing power through the "three-step",for the status of China's manufacturing power is more consolidated and comprehensive strength can reach the forefront of the world manufacturing power.The development of the industry depends on the development of the company,and the development of listed companies to a large extent reflects the development of the-industry.Therefore,manufacturing companies how to adapt to market changes,how to balance innovation and efficiency,through the improvement of innovation efficiency to achieve China's manufacturing power strategy is an urgent problem to be solved.In this paper,we use the data envelopment analysis method to evaluate the technology innovation efficiency of "Made in China 2025" listed companies,and make further ranking of DEA effective listed companies through the kind of benevolent model,aggressive model and cross-efficiency model based on ideal decision-making unit.By analyzing the empirical results,the following conclusions are drawn:(1)the technology innovation efficiency of "Made in China 2025" listed companies in the overall is at a low level;(2)"Made in China 2025" listed companies do not make rational allocation of R&D resources;(3)differences in the technology innovation efficiency between different companies and industries are obvious;(4)the benevolent model and aggressive model can solve the problem that the traditional CCR model can't sort the effective decision-making unit.And the cross-efficiency model based on the ideal decision-making unit solves the problem that the decision makers are faced with the inconsistency in the selection of benevolent and aggressive strategies.It provides a new idea for the evaluation of the technology innovation efficiency of "Made in China 2025" listed companies.This paper is divided into six chapters:The first chapter is the introduction,it mainly introduces the background of this topic,research purpose and significance,research ideas and methods and possible innovation points.The second chapter is the theoretical basis and the literature review,will carry on the brief introduction to the related concept and the development process of the technology innovation,and then separately select the representative literature of the technology innovation efficiency and cross-efficiency research one by one to elaborate.The third chapter explains the specific concept and industry classification of "Made in China 2025" listed companies.The fourth chapter elaborates the data source,index selection and research method.Chapter 5 evaluates the technology innovation efficiency level of"Made in China 2025" listed companies from four aspects:traditional DEA model,benevolent model and aggressive model and cross-efficiency model based on ideal decision-making unit.And the author ranks the listed companies that are effective in technology innovation efficiency.Chapter 6 is the conclusion,suggestion and prospect of the research.Based on the analysis of the above empirical results,the author draws the conclusion of this paper,discusses the existing problems of "Made in China 2025" listed companies,and puts forward relevant policy suggestions to achieve optimal-allocation of resources,promote the transformation and upgrading of innovative structures,and improve the manufacturing efficiency and international competitiveness.Then we can achieve the goal of manufacturing power strategy to 2025.Finally,this paper points out the possible shortcomings and the future research direction of the relevant research field.
