The modern enterprise competition has increasingly turned to the competition of knowledge and technology,fundamentally speaking,it's knowledge and technology "carrier" that is the people competition.And the formation of enterprise talent competitiveness,more depends on the enterprise personnel planning,management and use of the depth and breadth.Talent is the high quality,high level resources in human resources,is the most excellent,the most critical,is the core part of the enterprise development process,is the origin of the survival and development of enterprises in the competition.Only by forming the competitiveness of talents,enterprises can gain the only lasting competitive advantage in the era of knowledge economy.Obviously,human resources has become an important capital in the enterprise,effective talent planning provide an important foundation for strengthen the construction of talent team,improve employee quality,ensure that enterprises get all kinds of talents needed in quantity and quality but also the practical needs of enterprise innovation development.For water service enterprise,to promote talent planning will accelerate the water service construction to provide a solid talent support and intellectual assurance.At present,the construction of talent team is not perfect,which has affected the improvement of the work efficiency inside the water service enterprise,and has affected the normal development of the enterprise.Mainly is the talent planning system is not perfect,the lack of scientific guidance in talent planning,from the actual business,no combination the company and the Department of strategy to talent development strategy,the unreasonable talent structure,some positions relatively lack of talent,unable to meet the expansion of the operation and development of enterprises.At the same time,there is an imbalance between the supply and demand of talent,mainly because of the lack of accurate prediction of the demand for talents,and the lack of the use of strategic analysis tools in the making process of talent planning,most of which are still in the experience level.At the same time,the talent planning is lack of systematic research,too much emphasis on technology,methods and models,the lack of overall construction of the talent planning system.Talent assessment mechanism is not perfect,there is no effective evaluation mechanism,also led to a number of outstanding talent and post mismatch.In this paper,take M water service group as the research object,based on field research,using the basic theory and methods of human resource management,a comprehensive analysis of the stock status of talent planning of the company,to find out the main problems existing in the talent planning process,which made the design scheme of talent planning effective?This paper also makes a scientific prediction from the demand and supply of talent,the talent supply and demand balance adjustment are analyzed,and puts forward specific measures of guarantee,provide the basis for personnel planning to strengthen not only the talent team construction of M water service group but also the group's construction and development of the future.At the same time,the research of this paper can also have a draw lessons from and guidance significance for the talent planning of water service industry.
