| The return of migrant workers led to the close relationship between urban and rural areas in the market,capital,information,technology,management,talents and ideas in the field of and the depth of integration,inject fresh vitality to the development of modern agriculture,promote agricultural supply side structural reform.Especially in the current "public entrepreneurship,innovation" era,migrant workers entrepreneurship has become an important path to realize the coordinated and sustainable development of rural labor employment,new urbanization and agricultural modernization model.Putian city is located in coastal region of Fujian in Fujian Province,Fujian is the center of politics and economy and culture.In recent years,with the continuous development of Putian’s economic development,the region’s entrepreneurial environment continues to improve,a group of migrant workers in the accumulation of a certain amount of capital and technology,have chosen to return home for employment.To actively respond to the return of the tide,the Putian municipal government in the implementation of national and provincial policies on the basis of support,and actively develop supporting policies to promote the return of migrant workers entrepreneurship.How to develop effective policies to support migrant workers to return home,improve the relevant policy system,has become the urgent problem of Putian government.In this background,the integrated use of literature,questionnaire survey,descriptive statistical analysis,using field survey data,migrant workers entrepreneurship support policy needs and problems of returning home in Putian city were analyzed,the corresponding countermeasures and suggestions were put forward,a supplement to the existing theory,provide a theoretical basis for the new the government support for migrant workers entrepreneurship,but also for other areas of migrant workers entrepreneurship support policies to provide reference for research,has the important practical significance.The idea of this paper is as follows:first,the relevant literature at home and abroad are summarized,and the related concepts and theories are introduced,followed by the field survey data,the current situation of the development of entrepreneurship in Putian,migrant workers are analyzed,based on the business support policy evaluation,put forward to perfect Putian the return of migrant workers entrepreneurship support policy recommendations.The main conclusions of this thesis are:(1)in different industries,the policy needs of migrant workers returning home in Putian showed the different needs of migrant workers returning home in Putian policy mainly focus on how to effectively guard against operational risks,for the industry,migrant workers operating risks,but most migrant workers own comprehensive quality is limited,the entrepreneurs of the operation risk of the high degree of concern,the policy needs to guard against the risk of large.(2)the return of migrant workers in the city of Putian entrepreneurs,male entrepreneurs is much larger than the female migrant entrepreneurs,junior high school and below education accounted for more than half of the city of Putian,migrant workers entrepreneurial education generally exhibit low trend,the return of migrant workers is mainly in the area of the first industry and the third industry,venture capital financing the channel is narrow,the supporting role of commercial banks and other financial institutions to migrant workers has not been exploited.(3)compared with the examination and approval procedures,and actively carry out entrepreneurship training service satisfaction is relatively high,the execution of poor satisfaction of local governments to provide financial loan policy,individual tax difficulties may apply for extension of tax payment,the uneven distribution of satisfaction.(4)the current Putian city migrant workers entrepreneurship support problems mainly reflected in the home business infrastructure is poor,with difficulty,home business of a shortage of funds,financing difficulties,the burden of heavy taxes,levies problems etc..(5)in order to further improve the Putian city migrant workers entrepreneurship support policy,the need for innovative financial support,increase the tax policy support,strengthening education and training,improve the social security,the establishment of returning mechanism,protection policies of migrant workers to strengthen policy execution etc. |
