The problem of income distribution has been a hot issue in the development ofChinese society, especially the problem of solving income distribution gap betweenurban and rural areas, it is not only a social problem and economic problem, but also aserious political problem for the future development of our country. During the2012NPC and CPPCC,the problems people are most concerned about is incomedistribution, income distribution gap in China at the present has become a major issuerelated to China’s social stability and economic sustainable development.The China’sincome distribution Research Center of Zhongnan University of Economics and Lawshows that the income gap between urban and rural areas, between regions andbetween the industry is expanding, and the income gap in China has nearly half fromthe income gap between urban and rural areas.How to coordinate city andcountryside’s development, solve the countryside and city residents income inequalitysituation, need the whole society to pay efforts.Heilongjiang province is a big agricultural province, and is one of the oldnortheast industrial base, the income gap between urban and rural problems have its’own characteristics. In2011, the grain yield of Heilongjiang province ranked first inthe country, area of cultivated land and quality is the first in the whole country, whichmakes the rural residents in Heilongjiang province is relatively higher than thenational average income level of rural residents, but this does not mean there’s nourban-rural income gap in Heilongjiang Province.Based on the economic data and the related theories,this paper has researchedand discussed of the income gap between urban and rural areas of Heilongjiangprovince. The first is to sort out the current situation of research on urban-ruralincome problem at home and abroad, and then selected the corresponding index tomeasure the problem, and then through the analysis to find the factors, and select theappropriate variables for quantitative analysis of these factors, and finally through aseries of analysis to give the policy suggestions.
