Analysis Of Western China's Green Economic Efficiency

Since the start of the western development in China,economy in western China has gradually increased until now.However,owing to the standard of assessing the situation of economic development is GDP,therefore the government,enterprises and regional residents tend to take all approaches to seeking for the bigger amount of GDP,which dose terrible harm on the environment.In order to improve this situation,the 13 th Five-year Plan makes an essential declaration,"vigorously promote the construction of ecological civilization",which requires to strike a balance between economic development and environmental protection.This paper evaluates the green economic efficiency in consideration of environment and natural resources in western region of China,and in the meanwhile analyzes the possible factors influencing the green economic efficiency,which could be of significance for keeping the balance between economy and environment and making the economic development more environmental.This paper utilizes DEA-SBM model to analyze the green economic efficiency in western region of China and makes the comparison between eastern,middle and western region of China as for the green economic efficiency.The conclusions are as follow: 1.the green economic efficiency of Qinghai Province and Ningxia Province are both the highest in western region of China and Guangxi Province,Yunnan Province and Xinjiang Province have the middle level's efficiency,while the rest six provinces,like Sichuan Province,Shanxi Province,have the lowest efficiency.2.the green economic efficiency in eastern China is much higher than those in middle and western China.3.mature urban agglomerations,like Yangtze River Delta,have far higher level's green economic efficiency than some new urban agglomerations,like Chengyu Area,do.Then this paper makes Tobit model to analyze the possible factors influencing the green economic efficiency in western China and the result is as follow: capita GDP,economic agglomeration,population aggregation,the ratio of dependence on foreign trade,actual utilization rate of foreign investment,industry ratio,technology and environmental investment all affect the green economic efficiency in some extent.Finally,this paper gives some advises,like improving the way of evaluating the situation of economic development,industrial transformation,increasing the environmental investments and construction of urban agglomerations.
