Study On The Influence Of Environmental Regulation On The Efficiency Of Green Economy In Western China

Since implementing the western development strategy,the rapid economic development of our country's western region,but the development is accompanied by a series of problems,such as environmental deterioration,ecological environment destruction,it has serious effect in the western region become a key factor for the sustainable development of the economy smoothly,to a large extent on the survival and development of people in the society has a great deal of harm.In this context,a large number of studies believe that environmental regulation will have a certain impact on the efficiency of the green economy,but the current academic description of such issues has not been detailed.Therefore,it is of great theoretical value and practical significance to clarify the actual relationship between environmental protection and green economic efficiency in western China in a real sense,so as to study the internal logical relationship between them and realize the coordinated and sustainable development of regional economic environment in the future.This paper is divided into six parts: the first part is the introduction.The second part is related concepts and theoretical basis.Define the concept of environmental regulation and green economy efficiency,and expound the theory of environmental regulation and green economy.The third part discusses the impact of environmental regulation on the efficiency of green economy.The fourth part analyzes the current situation of environmental regulation development in western China and the existing problems of green economy development.The fifth part is an empirical analysis of the impact of environmental regulation on the efficiency of green economy in western China.First for the construction of a relatively comprehensive index system measuring levels of environmental regulation and by considering the expected output of Super-SBM models to measure efficiency of green economy,build the panel model and Tobit regression model after the empirical analysis of the influence of environmental regulation on green economy efficiency mechanism,the last panel threshold model respectively to environmental regulation,although,market-oriented and the public participating environmental regulation tools for threshold green economic efficiency influence the differences of research in the western areas.The sixth part is research conclusions and policy recommendations.Main conclusions :(1)the impact of environmental regulation on the efficiency of green economy is a combination of direct and indirect mechanisms;(2)the overall level of environmental regulation in the western region is low,and the level of various provinces and cities varies greatly;(3)the efficiency of green economy in the western region is still at a low level,and there is a large room for improvement.(4)by examining the mechanism of environmental regulation on the efficiency of green economy in western China,it is found that environmental regulation has a negative impact on the efficiency of green economy.The improvement of environmental regulation level will significantly increase the environmental cost of regional enterprises and reduce the efficiency of green economy.Environmental regulation has positive incentive effect on regional technology innovation,but the effect is not obvious.The effective implementation of environmental regulation can reduce the development of industrial structure in western China,but the industrial structure will promote the efficiency of green economy after actual optimization.Strict environmental regulations will "force" enterprises to make foreign direct investment to carry out technological innovation and industrial upgrading,so as to improve product quality and provide a certain foundation for improving the efficiency of green economy.(5)different environmental regulation toolshave different impacts on green economic efficiency in western China.Environmental regulation has a significant inhibitory effect on the efficiency of green economy;The relationship between the administrative environmental regulation and the efficiency of green economy presents an inverted "U" shape.The market-oriented environmental regulation has a significant promoting effect on the efficiency of green economy,while the public participation environmental regulation has an inhibiting effect on the efficiency of green economy.
