Abstract/Summary:
With the "silver wave" of our working population, the aging of the population is becoming more and more serious, followed by the pension gap is growing. In order to alleviate the pension pressure brought about by aging, policy makers are considering delaying retirement age as an important part of future pension reform. At present the academic community on the adjustment of retirement age policy is based on the life cycle theory and fund balance theory. However, the delayed retirement age as part of the socio-economic policy, related to the people’s livelihood and economic development, and China’s current economic structure has also changed, the requirements of human capital will be a corresponding change. If older workers do not meet the new human capital needs, labor output efficiency is low, delayed retirement age will lead to waste of resources is not conducive to national economic development. Therefore,it is necessary to study whether China currently has the conditions for a late retirement age to implement a reasonable delay in retirement policy. This paper will be different from the above scholars on the perspective of delayed retirement age, trying to change the age-output efficiency characteristics of the perspective,by analyzing the trend of retired workers to change the efficiency of a more comprehensive study of the feasibility of delayed retirement,So as to provide empirical evidence for the existence of a delay in our age.Based on the method of Lindh and Malmberg(1999),this paper constructs the basic model of the production function with the age structure factor of the population, uses the output elasticity coefficient to measure the output efficiency of the laborers, and uses the fifth census data(2000)And the sixth census data(2010),the efficiency of labor output in different age groups in the country as well as in the eastern, central and western regions was studied. The following conclusions can be drawn from the empirical regression:(1)The efficiency of labor output in the high age group in 2010 is much higher than that in 2000 and the output efficiency of workers aged 60-64 in the eastern region in 2010 is greater than 16-29 years The efficiency of the output of the age group, the labor productivity of the 60-64 age group in the western region was less than the output efficiency of the age group of 55-59 years old.(2)Although the efficiency of age and labor output is inverted, the labor efficiency of the 50-64 age group in 2010 is much slower than that in 2000,and the other age groups have the highest Output efficiency efficiency of the age group’s output efficiency gap is also reduced to a different degree.(3)The output efficiency of the workers in the same age group in the eastern, central and western cities still has a certain gap,and the efficiency of labor output in the high age group in the eastern region is obviously higher than that in the middle and western regions.(4)The change of output efficiency level of each age group is affected by factors such as industrial structure, unemployment rate, average education level and market development degree. Therefore, through empirical analysis,we can find that older workers still have high labor output potential. Our country has the condition of delaying retirement, which provides empirical evidence for delayed retirement age.In the end, this paper draws the following policy suggestions according to the above conclusions: First, the elderly group of labor force still has a high output efficiency, can take delay the retirement age policy;Second, reduce the employment of older workers discrimination and use of the elderly human capital rationally;Third, increase investment in education capital, especially to the central and western regions tilt, improve the quality of workers.
