Energy is an essential element of production for economic development.Energy use has a positive correlation with economic growth.Energy promotes economic growth,which in turn increases the demand for energy.However,the use of energy should pay attention to pollution problems,especially fossil fuels.Fossil energy carbon content is high,in the course of the use of a large number of greenhouse gases will be produced,coupled with the forest chaos cutting,environmental damage is more serious,greenhouse gases can easily cause abnormal climate changes.At this stage,the global greenhouse gas emissions have far exceeded the previous level,the rapid economic development brought about by the environmental problems in front of countries.Therefore,it is important to understand the relationship between energy and economic development and find the right way to solve greenhouse gas emissions.China has been actively changing the development model at this stage,from extensive to low-carbon economy slowly change,and actively adjust the energy structure and industrial structure,promote energy conservation and reduce carbon emissions.China in recent years at the international conference,actively fulfill the obligations of large countries,to reduce carbon emissions determined to develop a series of emission reduction targets for the early arrival of carbon emissions peak.The face of huge energy consumption,increased carbon emissions,should be aware of the relationship between energy prices and energy consumption,starting from the energy price,the use of fossil energy regulation.Improve China's energy price system,the energy generated by the negative externalities levy energy tax,the use of energy prices to adjust the energy structure and capital investment ratio,to further improve the energy-saving technology.In this paper,the relationship between the greenhouse gas emissions,Climate change and energy consumption,the author puts forward the concept of climate compensatory energy prices,the difference and the relationship between the current energy prices,perfect the current energy price system,to promote the role of carbon emissions.Climate compensatory energy prices using energy consumption effect of the environmental impact of negative externalities,it means in the form of energy tax or energy subsidies,added to the existing energy prices,belong to energy prices on the one hand.Climate compensatory energy prices increase the cost of traditional fossil energy input and energy consumption cost of carbon emissions,which relative to reduce the cost of clean and renewable energy,form good for promoting the energy price system of greenhouse gas emissions.And carbon intensity factors,through the analysis of the KAYA identities from two aspects of energy consumption intensity and energy consumption structure were analyzed,and the validation on its carbon intensity.For example,in the form of energy tax on energy consumption intensity of carbon emission reduction of energy and capital to replace adjustment and carbon reduction of energy consumption structure of energy between the adjustment of alternative economic analysis.Through the empirical approach to forecast China's carbon emissions peak.Each per unit of GDP energy consumption intensity need to drop 52.3%,unit energy consumption carbon emissions intensity need fell 26.7% cumulative emissions reduction targets,and use the relevant data for calculation,the target for energy prices need to improve the level of 33.3% and renewable energy subsidies increase 96.6% of the estimated results.Finally,improving energy efficiency,energy from energy tax subsidies to improve energy structure and tax subsidies combined effects of climate compensatory energy prices paper expounds the implementation of the path.
