Study On The Management Countermeasure Of Tianjin Housing Accumulation Fund Under The Collaborative Development Of Beijing-Tianjin-Hebei

With the establishment of the socialist market economic system and the reform of the housing system,China established the housing provident fund system,which is the new system that has China characteristics and to improve the housing of urban workers.This system completely realized the transformation of China's urban residents housing from the welfare housing to the purchase of money.The establishment and implementation of Tianjin housing provident fund system has played an important role in promoting the reform of housing system,improving the housing conditions of urban residents and promoting urban construction and economic development.This paper takes the housing provident fund management as the research topic,takes Tianjin as the specific research object,under the background of the deepening of reform and opening up and the continuous implementation of the collaborative development of Beijing-Tianjin-Hebei.This paper mainly introduces the establishment and development of Tianjin housing accumulation fund system,and compares the current situation of housing provident fund management in Tianjin with Beijing and Hebei provinces.On this basis,this paper summed up its main problems in the development,including the existence of real coverage problems,housing provident fund management center part of the functions difficult to place,staff mobility and territorial management of the contradictions,the safety of funds and the use of efficiency contradictions,and from the two aspects of social equity and operational efficiency to analyze the causes of these problems.Finally,from the establishment of a special regional housing provident fund management agencies to build a database of information sharing,innovation in Beijing and Tianjin in the use of housing provident fund management,pilot housing provident fund securitization,to continue to improve the Tianjin housing provident fund management,put forward the Beijing-Tianjin-Hebei cooperation in the context of the development of Tianjin housing provident fund management Countermeasure.
