China is transforming into an innovation-driven economy, intellectual property has become the core China national strategy. However, as the main body of creating and using intellectual property, there is still a big gap in the intellectual property management, protection and utilization between Chinese company and companies in developed country of Europe and the United States. A corporation is planning to import X intellectual property management system into China market and selling and operate comprehensively locally. A corporation will mainly rely on their current marketing team and marketing network existed China in other business, recruit new operation team, finish localization of the X system, and carry on the comprehensive promotion in China market. This paper is as X intellectual property management system localization business plan.Based on sufficient analysis of market and industry, using the SWOT analysis model and value chain analysis, we identified the core competitiveness and the target market of X intellectual property management system, and decided its market positioning; Through using of 4Ps marketing theory, we analyzed and refined the marketing strategy of the X intellectual property management system, and then we the formed the future marketing plans; Combined with the analysis of the evaluation indexes of the project, the cost of expected income, profitability and related project method of financial analysis and forecasting, we demonstrated the feasibility of the project; We formulated the proposed local team organizational structure and responsibilities, and the international team communication and collaboration mode within the project; Risks of market operation risk and organization are analyzed, and we put forward the corresponding countermeasures.
