Rural land circulation,not only contributes to a more orderly promotion of agricultural development,but also contributes to solve the problem of "agriculture,rural areas and farmers".In addition,in order to get more income from the land,reasonable flow is very important.In the agricultural land system,our governmnent has promulgated and implemented the "Rural Land Contract Law" and "Property Law",which protected the land circulation and rural land management rights from the legislative aspect.Through the analysis and study of problems in rural land circulation process to find strategies for better reform and to improve the rural land circulation system,then to achieve better development of the agricultural area.China's current development of agriculture depends on the city and industry development,traditional agriculture are gradually transferring into modern agriculture,the main aim is to achieve agricultural modernization.In this process,the first task is to use advanced science and technology in agriculture,this process need to transform the traditional agriculture process with the help of modern technology.And the operation scale in rural areas in China is generally very small,the most significant feature is the decentralization and fragmentation.Because of this,it will be difficult to use those large-scale and advanced agricultural equipment effectively and to create higher returns,this will hurt the enthusiasm of the peasants.Under the current land policy,in order to achieve the coordinated development of urban and rural areas and the dual economic system,it is necessary to meet the premise of the market economy rule and to achieve better circulation of the rural land contractual management right.Currently,China's rural land circulation has a very large scale with a fast flow rate,different forms of circulation appeared.There are more and more involved subjects,but in general,higher circulation standards are still in a low level,the level of development is different in different region.Since the land circulation was released,the Third Plenary Session of the 17th supported the rural land circulation from policy aspect.According to this,every place began to start exploration and create new forms As for different models,they have their own advantages and disadvantages,but there are no absolute merits and demerits.Suitable is the most important point to match the reality of the situation.This is the best mode of circulation,whatever,the rural land circulation model should be chosen on the basis of "right determination",to determine the land management as a professional farmer and professional cooperatives and so on.It's necessary to take full account of the local situation and to take a flexible and diverse forms of land circulation,different models should not be forced or copy to the different areas.There are many problems in the rural land circulation process in China,we must strengthen the goal of rural land circulation development to ensure the appropriate scale of land management and then promote the coordinated development of urban and rural areas.It could help us to establish the modern agricultural land property rights system as soon as possible,to improve the corresponding market system and social security system,to complete a better circulation of rural surplus labor and lay a solid foundation for the land circulation.
