With the integration of urban and rural development and rural labor mobilityenhancement, farmers’ land contract management rights transfer becoming increasinglycommon, further expand the scale of land transfer.This phenomenon is one of theinstitutional changes in the context of rural household contract responsibilitysystem.From today’s popular several typical land transfer mode, although not the sameform, but have achieved the objective effect of increasing farmers’ land rights andimprove the operating efficiency of large-scale land.But in the short term,farmers ’landcontract management rights transfer may help to increase farmers’ income fromproperty, the activation of factors of production in rural areas, but in the long run thisprocess may also have a negative effect,farmers face the risk of losing the property ofthe land, and thus make our country an unbearable pressure due to increased socialinstability brought landless peasants.Therefore, the actual situation decided to promoteland contract management rights transfer is necessary to prevent the kind of tendencysimply to accelerate the urbanization process in China, should be targeting in ensuringthe stability of the Chinese society, by promoting land contracting right to make landoperating transition to modern agricultural production methods rather than thefamily-run way, so as to promote agricultural production and farmers’ income, ruralturnaround.Then laid a solid economic foundation for the construction of a newsocialist countryside.Around this goal, the Government must take a leading role andservice providers, to take more active measures to further improve the rural landproperty rights,to prevent the industrial and commercial capital erosion the interests offarmers, strengthen financial support for land transfer and social services, to improvethe skill levels of the rural labor force, optimizing labor transfer pathways and establisha sound social security system in rural areas.Allow farmers access to basic survivalguarantee and the living dignity, sharing modern achievements. Then rural areascontinue to be stable and reservoirs in the modernization process.
