A Case Study On Promoting The Reasonable Distribution Of Value-added Income Of Rural Collective Profit-oriented Construction Land In Pixian

In 2014,China's urbanization rate had reached 54.77% while 45% of the population still lived in rural area.With the showing up of policy orientation of strictly controlling population of megacities,promoting the development of small and medium-sized cities and small towns,the separation of three powers,namely rural land ownership,contract and management right will be accelerated and scaled up,the institutional environment for rural collective profit-oriented construction land(RCPCL)directly entering the market will be more and more mature.This round of land reform in rural areas will release a huge bonus for economic transformation and upgrading of the country.Nevertheless,while the development of urbanization,the gap of per-capita income between rural area and urban area become lager and lager.For achieving the goal of doubling per-capita income by 2020,sharing reform dividends,solving the "three rural issues",the most direct and effective way is protecting the usufructuary right of farmers,improving their actual income So the problem of how to equitably distribute the income of RCPCL into the market has been a common concern of farmers,rural collective economic organizations and government.This essay has studied the problem of equitably distributing the income of land appreciation by the local government in the process of RCPCL into the market pilot in Pixian.After the RCPCL use right being transacted in the market,local government and its subordinate departments of Pixian established a new system for protecting the farmers' income and the equitably distributing the income of land appreciation from the aspects of nation,collective and individual.Meanwhile,this study does not take theoretical analysis research on land management laws and the quantification of the collective land property rights as a priority,but takes the distribution of RCPCL value-added income in Pixian during the period of 2015-2016 as "a group-case".By this,the author expects to gain the experience in rational distribution of land value-added income which "can be copied,can be extended " in local area and can offering a constructive proposal for this round of land reform in rural areas.The significance of this research lies in: Firstly,the land value-added income distribution is closely related to the interests of farmers,collective and government,directly related to the farmers' evaluation of government's public manage skills,and even affects the overall stability of the grassroots;Secondly,according to the schedule of this round of land reform in rural areas,in order to guide the amendments of the "land management law" and other laws,each pilot area must form the local experience by 2017.Thirdly,taking "new-style rural collective economic organizations" as a subject,making experiments of the income distribution rules and supporting policies in Pixian will be in favour of improving the system of rural land assets management and providing reference for the surrounding areas of Pixian.Government's promotion of the rationalization of income distribution is a superficial phenomenon,it's practical purpose is getting rid of the deeper policy barriers.This study seems to focus on the distribution of income,but actually paying close attention to the development direction of rural land policies and collective economic system.
