With the continuous improvement of my country's social productivity and the rapid increase of the country's industrialization and urbanization,the comparative income and growth rate of agricultural production are far lower than the secondary and tertiary industries.In addition,the weak nature of agriculture itself has led to further social capital.Withdrawal from the countryside,and the lack of capital accumulation capacity of agriculture itself has caused the development of rural areas to be weak.Loans to bank financial institutions are the main financing channel for agricultural business entities,and the lack of sufficient and effective mortgage collateral has always been a difficulty for agricultural business entities to obtain loans from bank financial institutions.Agricultural business entities cannot obtain effective financing and therefore cannot expand production.Scale,reduce production costs.In order to solve the difficulty of financing in rural areas,the state has continuously promoted the reform of the rural land system and the rural financial system,stipulating that the rural land contractual management rights can become legal collateral,giving farmers more property rights.Land contract management rights become qualified and effective collateral,which will effectively solve the difficulty of financing in rural areas,help optimize the adjustment of rural industrial structure,and further promote the development of rural economy.This paper takes Tai'an's rural land contractual management right mortgage loan business as the research object.First,through the analysis of the development of Tai'an's rural land contractual management right mortgage loan business,it is found that the main problem in the development of Tai'an's rural land contractual management right mortgage loan business is commercial Banks are not willing to participate,the market for the transfer of rural land contracting management rights is not sound,the rural social security system is not sound,the willingness of farmers to borrow loans is low,the rural land contracting management right mortgage loan value evaluation system is not perfect,and related supporting policies are lacking;secondly,this article Using 256 questionnaires for six rural commercial banks in Tai'an City,the necessity of commercial banks to carry out the mortgage loan business of rural land contractual management rights,the distribution of willingness to supply the main body,the restrictive factors and the value judgment of land contractual management rights were described.Statistical analysis and analysis of farmers' willingness to participate in the mortgage loan of rural land contractual management rights and its influencing factors using246 questionnaires of farmers in six counties and districts of Tai'an City,the results show that farmers' participation in the mortgage loan of rural land contractual management rights The overall willingness of the company is not high,and nine influencing factors such as the education level of the head of the household,the working experience,and the size of the family population have a significant impact on farmers' participation in the mortgage of rural land contractual management rights;again,combining the United States,Japan and Germany in the agricultural land mortgage loan In the development of rural land contractual management rights mortgage loans,China should increase government support,establish a multi-level risk defense system,improve the rural credit system,improve legislation,and return rights and empowerment;finally,target rural land in Tai'an for the problems that exist in the development of the mortgage loan business of the contractual management right,this article puts forward relevant targeted policy recommendations.
