Rural land is the most basic production factor of farmers, its circulation is an effectiveapproach to solve current land fragmentation and the problem of abandoned land, playing animportant role in improving land use efficiency, optimizing the structure of agriculturalproduction and improving farmers’ income. With the development of socialist economy,especially the development of rural economy and the advancement of new rural construction,small-scale land operation has been unable to meet the requirements of economicdevelopment, all kinds of land problems highlighted increasingly, it is imperative to carryforward land circulation actively and steadily. Land contracted management right transfer inone of the important forms of land contracted management right circulation, the number ofrelevant legal provisions in Rural Land Contract Law leads the other forms of circulation, andhas its unique advantages: circulation time is relatively long and circulation condition isrelatively stable, but because of the limitation of factors such as transfer price, the landcontracted management right transfer has not been widely used. Based on this, this paper usesfist-hand survey data from3counties (districts)721households, studies the gap between thecurrent actual transfer price and the farmers’ willing price and the main factors that affectfarmers’ land contracted management right transfer willing price.This paper first generalizes the related literature, and on this basis clear about the conceptof rural land circulation and rural land contracted management right transfer, and puts forwardthe concept of willing price creatively.Secondly, combined with the economics of supply and demand equilibrium principle,according to the survey data of721households, from the aspect of theoretical analysisdiscusses when the land contracted management rights transfer market to achieve the balanceof supply and demand, the willing price of farmers of rural land contracted managementrights transfer is33855.09RMB/mu, and use the income approach method, theoreticalcirculation price is2285.22RMB/mu, comparing with the actual circulation price, and try toanalyze the reasons.Again, there are431sample households have practical circulation experience, of which227farmer households have turned into farmland contracted management experience,204farmer households have transferred out of farmland contracted management experience, and then this paper studies the factors which affect the price of roll-in and roll-out.The resultsshow that, in terms of willing price to turn in of farmland contracted management rights,householder age, whether to join the agricultural economic organizations, farmland area andlocal economy condition have significantly positive impact on it; farming time and farmlandadjustment frequency have significantly negative impact on it. In terms of willing price toturn out of farmland contracted management rights, whether to join the agricultural economicorganizations, the proportion of agricultural income, risk type, land endowment and localeconomy condition have significantly positive impact on it; and farmland adjustmentfrequency has significantly negative influence on it. And householder educational level,family population, debt level, whether there are significant changes in near three years,diversity of information sources and whether there are references of circulation experiencehave no significant influences on willing price to turn in or willing price to turn out offarmland contracted management rights.Finally this paper summarizes the research results, and puts forward countermeasuresand suggestions:①perfect rural agricultural economic organizations, to improve theenthusiasm of farmers to participate in the activities of agricultural production, and promotethe diversity of agricultural output, increase agricultural income of farmers.②promotefarmland adjustment, guarantee the stability of the farmland rights, to lay the foundation ofscale effect of farmland production and establishing standard farmland rights circulationmarket.③continue to intensify support for the farmland infrastructure, improve theagricultural land resources endowment, to increase unit agricultural output, improve the ruraleconomic environment.④create more non-agricultural employment and perfect ruralguarantee system to remove farmers’ anxiety.⑤the governments should also guide thecountry set up intermediary organizations of farmland contracted management rightscirculation, to regulate the circulation forms and prices and share information, guaranteejustice and equity of farmland contracted management rights circulation.
