Feasibility Study Of Government Investment Projects

At present in China,government tends to gradually focus on engineering project investment to ensure economic growth with the guide of market economy.As a result,the government rapidly increases the degree of investment.Before starting an project investment,the most important thing is to adopt the feasibility study on such project,because it can provide fundamental data to find out whether this program will success or not.What is more,a positive result from project feasibility study can help government to determine to invest the project,raise social capital and apply for a loan to the bank for the project.This paper discusses the case of shantytown renovation project which is invested by government in Huaihua city,and aims to study its feasibility and management.The area of shantytown which needs renovation is 99.24 mu,and 687 households require new living places.In total,the project in estimate costs 417.31 million RMB.Specifically,the mainly research contents in this paper were to analyze the background and necessity of the shantytowns renovation project,to discuss and study its internal and external conditions for construction on the base of complex situation in shantytown of Huaihua,to provide a preliminary feasibility analysis which includes timing control of schedule,the bidding management,investment estimation and project risk analysis,to draw a conclusion of ecological,economic and social benefit from the shantytown renovation project.The project posed a beneficial influence for the government and related departments on the speed of the old downtown living area transformation,promoting city optimization of city ecosystem conditions and public facilities,improving social livelihood issues.Besides,its implementation,to a large extend,would solve the potential security problem of the old residential area,change environment which is polluted,disorderly and poor,improve individuals' living status and quality of life,and beautify the city appearance.What is more,it can also to reduce the excess housing inventory of city,help people successfully move to new house area,and improve their living conditions.Therefore,the project was able to effectively increase the economic influence of Huaihua city,and as well as solved the livelihood issues.Finally,it renovated a large area and inquires a various of people to move out,and the personnel structure and conditions were more complex than other projects.Hence,the project feasibility study was representative and typical to provide a guide and advance for other similar government investment of construction project for the city.
