Study On Project Planning Scheme Of Forest Fruit Cold Chain Logistics Information Platform In Hunan Province

After nearly 40 years of Reform and Opening development,our people's living standards have been significantly improved,and the demand for high-quality forest fruit products are huge.To enhance the quality of forest fruit products,a variety of aspects in the industrial chain are involved,including breeding to logistics and distribution.Through the continuous efforts of our scientific and technological personnel,breeding and cultivation of fine forest fruit products has made great success,which laid a solid foundation to forest fruit products quality improvement.Forest fruit products are perishable and difficult to preserve,therefore,they are severely damaged during the logistics process from picking to the table.This is a huge waste,and has a negative effect on the preservation of good quality products.The experience of developed countries shows that cold chain logistics technology can effectively ensure the freshness and quality of forest fruit products,so our country will vigorously develop the forest fruit product cold chain logistics as an important industrial strategy.The development of forest fruit cold chain logistics,in addition to the need for support from cold chain technology and management level,an important aspect is the need for the development of information platform.After 10 years of rapid development,logistics information platform in China's logistics industry plays an increasingly important role,but the existing information platform is mainly a number of common platform which lacks the targeted support to cold chain logistics.In view of the fact that our cold chain logistics information platform is not perfect,this paper aims to combine a specific case to study the planning problem of cold chain logistics information platform and provide decision-making scheme for cold chain logistics information platform construction.This paper comprehensively uses cold chain logistics theory,information system planning theory and project management theory.Based on the literature review of references,this paper studies the market situation,the overall design scheme,the project construction plan,the supporting project plan,the investment estimation and the financing plan,the benefit analysis,and the risks and the countermeasures that the project construction faces to the cold chain logistics information platform by using the methods of investigation,literature analysis,system analysis,qualitative analysis and quantitative analysis.The research results show that the construction of the project can effectively meet the demand of the information platform of the forest fruit product cold chain logistics development.The paper puts forward the basic principles and tactics of the construction of the cold chain logistics information platform,designs the overall structure of the project construction.The project construction plan includes four levels:the application system construction plan,the database construction plan,the network construction plan,and the system security construction plan.The supporting project plan,the investment estimation and the financing plan are practical,and the risk analysis are combined to the reality.The project of constructing the forest fruit product cold chain logistics information platform meets the requirement of the development of the cold chain logistics market in Hunan Province.The overall plan of the project plan proposed in this paper is scientific and reasonable,and the project construction plan is targeted and operational.The research of this paper is of significant guidance to the construction of forest fruit product cold chain logistics information platform,and it can also be used as reference for the construction of other logistics information platform.
