Study On Comprehensive Benefit Of Forestry Finance Expenditure In Hunan

It is the characteristics of the forestry that its production cycle is long and that there are certain risks in its production and operation activities,as well as that it must take the responsibility of providing public products and services,therefore,its need of self-development and social requirements cannot be satisfied if the forestry only relies on the individual investment and related industries;meanwhile,there is close relationship between its rapid development and public finance support.The research on the effect of forestry fiscal expenditure can be helpful to the improvement of the structure and behavior of forestry investment.Facing the new situation and requirements,how can Hunan forestry promote the healthy development of the economy and improve the forestry ecological benefits and strengthen the protection of forest resources through effective financial investments in forestry industry?what kind of relationship between forestry economic development and forestry fiscal investment?And what is the influence of forestry fiscal investment on the total output value of forestry?All the studies on these questions are of great significance to promote the development of forestry economy and forestry output growth.Based on public finance theory,externality theory and the efficiency of financial investment theory,this paper at first explains the concept of forestry financial expenditure and of comprehensive benefits of forestry fiscal expenditure.Then it introduces the forestry and forestry fiscal expenditure in Hunan Province and analyzes natural conditions,geographic conditions,resource industry and development potential of forestry respectively.According to the principle of index selection,this paper selects the indicators and methods of the comprehensive benefit of forestry fiscal expenditure,and makes an empirical analysis.As for the economic benefits of forestry fiscal expenditure,the author analyzes the relationship between fiscal expenditure and forestry output value through establishing vector autoregressive model(VAR).As for ecological benefits of forestry fiscal expenditure,the author analyzes soil and water loss governance benefits and afforestation benefits of forestry financial expenditure by using a combination of quantitative and qualitative methods.As for social benefits of forestry fiscal expenditure,the author explores its effects in such two aspects as promoting forestry employment and increasing forest farmers’ income.Finally,based on the problem that forestry investment is insufficient and its stability is poor,this paper puts forward such suggestions as promoting forestry investment growth through multi-channel financing and improving the efficiency of the use of funds by multiple ways.It also puts forward some suggestions on improving the compensation mechanism of forest ecological benefits,exploring the forestry carbon trading system and improving the government purchase of non-public ecological forests system,aiming at the increasingly crucial conflict of human and land,besides with afforestation delay problem.Focusing on the problem that the forestry financial expenditure of Hunan province cannot obviously drives the benefits of forestry employment and the benefits of increasing the forest farmers’ income,this paper puts.forward some suggestions on how to cultivate high-quality talents in forestry,and how to reinforce the compensation from government to the forest farmers.
