Research On The Benefits Of Forestry Financial Expenditure In Jiangsu Province

Green Jiangsu construction had began since 2004,whose planning period is from 2004 to 2010. During this period forestry fiscal expenditure is increasing every year,and the support of public finance to forestry development has increased year by year.To analyze the forestry fiscal expenditure on benefits is helpful to improve the efficiency of forestry fiscal expenditure and make more effective formulation forestry fiscal policy to promote forestry development.With externality theory, the theory of public goods and public policy evaluation theory as a foundation, firstly define the concepts of forestry financial expenditure and forestry fiscal expenditure benefit, according to the principle of index choosing selecte the index and methods of forestry financial expenditure benefits research. Then introduce the present situation of forestry and forestry fiscal expenditure of Jiangsu province,analyzing the forests and forestry industry status respectively, and making statistical description in absolute scale, relative scale and key subjects three aspects.Thirdly, the paper has studied the benefit of forestry fiscal expenditure on economic, ecological and social respectively.In the study on economic benefits of forestry fiscal expenditure, through the co-integration relationship inspection and establishing vector auto-regressive (VAR) model to analyze the relationship of forestry financial expenditure and forestry industry output;in the study on ecological benefits of forestry fiscal expenditure, the paper analyzed the fiscal expenditure controlling soil and water loss ecological benefit and afforestation ecological benefit through combining qualitative and quantitative methods; the study on social benefits of forestry fiscal expenditure, from improving forestry industry staff income, promoting the employment and improve social participation forestry three aspects benefits to analyzize social benefit.At last, propose the countermeasure from forestry financial expenditure allocation and security, forestry financial expenditure use and regulation, forestry fiscal spending benefits long-term security three aspects to improve the comprehensive benefits of forestry fiscal expenditure, and meet the social requirements of forestry.
