Study On Coordinated Development Mechanism And Regulation Strategy Of Urban Agglomeration-Development Zone-Industrial Cluster

With the development of "Re-industrialization" and "Manufacturing Return" in developed countries,the emerging economies have been developing rapidly,and the global industrial structure adjustment has been deepened.The coordinated development among urban agglomerations,development zones and industrial clusters has become a new trend.The advance of "the Belt and Road Strategy" and Yangtze River economic belt construction has brought great development opportunities to the Chang-zhu-tan urban agglomeration,the research on coordinated development of urban agglomeration-development zone-industrial cluster has a certain guiding significance on promoting social and economic development in Chang-zhu-tan area.Based on complex system theory,growth pole theory,spatial interaction theory,synergetic theory and innovation theory,analyzed socioeconomic data with SPSS22.0,this paper studied the case of Chang-zhu-tan urban agglomeration,analyzed the coordinated development mechanism and regulation strategy of urban agglomeration-development zone-industrial cluster with literature analysis method,quantitative calculation method,field investigation method and system synthesis method.The main conclusions are as follows:(1)The main influencing factors of the coordinated development of urban agglomeration-development zone-industrial cluster are naturalconditions,infrastructure,history and culture,corporate behavior,regional competition and government policy etc.The main operational mechanism of coordinated development includes symbiosis mechanism,distribution mechanism,self-organization mechanism,competition cooperation mechanism etc.(2)Through the analysis of the complex system synergy model and CRITIC weighting method,it is found that the synergistic level of the Chang-zhu-tan urban agglomeration-development zone-industrial cluster complex system is increasing continuously in general,and the current synergistic stage is in converging stage,the synergistic degree of urban agglomeration-development zone,urban agglomeration-industrial cluster and development zone-industrial cluster is increasing simultaneously.But the Spatial differences of urban agglomeration-development zone-industrial cluster among Changsha,Zhuzhou and Xiangtan is significant,the synergistic degree of Changsha is the highest,but the synergistic degree of Zhuzhou and Xiangtan are both low,Xiangtan is slightly better than Zhuzhou.(3)According to the coordinated development level and existing problems of the coordinated development of Chang-zhu-tan urban agglomeration,development zone and industrial cluster,this paper proposed suggestions to promote coordinated development of the system from the aspects of planning coordination,industrial synergy,facilitycoordination,innovation cooperation,mechanism coordination and ecological coordination.
