With the continuous improvement of the level of urbanization in our country, the urban agglomeration emerge in large numbers throughout the country and research on the coordinated development of urban agglomeration is gradually on the rise. While the theory of urban agglomeration in China is the same as the practice of urban agglomeration development, the relevant study is still in the initial stage. Based on summarizing and concluding related academic research on Urban Agglomeration Coordinated Development, it is found that there are still the following defects in related research: the lack of unified understanding of the connotation of coordinated development of Urban Agglomeration; the lack of specific evaluation criteria and methods of quantitative measurement for Urban Agglomeration Coordinated Development; the lack in the perspective from "process theory" for Urban Agglomeration coordinated development stages dividing. In view of the absence of these theories,this article firstly combines the current academic results on the basic concept of urban agglomeration, the basic properties and the research results of coordinated development of urban agglomeration and refines the popular concept of urban agglomeration and its reputed properties. Based on the results of previous studies in reference, this paper try to present a relatively more comprehensive definition of Urban Agglomeration Coordinated Development, and thus put forward the Urban Agglomeration Coordinated Development of four criteria-- within the urban agglomeration economic ties closely, within the urban agglomeration economic equilibrium degree and urban agglomeration degree of market integration degree, urban agglomeration of economic growth stability. At the same time, according to the four criteria, in order to achieve the quantitative measurement and analysis of a specific urban agglomeration coordinated development degree, this paper presents corresponding methods of quantitative measurement on the basis of the use of the corresponding measurement methods,the article makes quantitative analysis of the Greater Pearl River Delta Urban Agglomeration during the development of 1991 to 2013 years. AS main basis of quantitative measurement results, from 1991 to 2013 years the Urban Agglomeration Coordinated development process is divided for three stages: low level fluctuation stage(city group of embryonic development stage), rapid development stage, the high level fluctuation stage(phase transition and upgrading stage), then presents the causes and characteristics of the all stages combining with the relevant theory of urban agglomeration. Further, this paper also focuses on the two kinds of special factors---the Hong Kong Special Administrative Region, the Macao Special Administrative Region and of the urban hierarchy of Greater Pearl River Delta urban agglomeration---which influence coordinated development of the Greater Pearl River Delta Urban Agglomeration. On the basis of the comprehensive consideration of the universality and particularity in the development process of Greater Pearl River Delta Urban Agglomeration, it will summarize general rules and characteristics of the development stages of urban agglomeration, put forward urban agglomeration coordinated development must pass through four stages and summarizes the general characteristics of Urban Agglomeration Coordinated development process in all stages, sum up the interaction between the sub indicators of the coordinated development of urban agglomeration and evolution. Finally, this paper put forward he relevant policy recommendations to promote the coordinated development of the Greater Pearl River Delta Urban Agglomeration.
