The market competition needs the participation of enterprises.People tend to see the product competition,service competition,technology competition only,but the essence is the competition of talents.The new era is the era of knowledge economy,the survey industry faces more fierce competition in the market.Competition in this new era is the competition of strategy,and strategic competition is the competition of resources,human resources play a decisive role.There is no unified definition of human resources In academic circle,some people think that human resources are the summation of the coexistence of intellectual and manual labor capacity,it includes two aspects,which are quantity and quality.A major issue industry survey faces now is that how to give play to the role of human resources to maintain the strong competitiveness and vitality of the unit.This paper aims to analyze the actuality of Human Resources Management and advantages and disadvantages of Tianjin Survey Institute,and presenting the corresponding content by using chart control,proposing improvement measures of Human Resource Administration for Tianjin Survey Institute: learn new ideas,establish a correct view of talent;build a scientific management mechanism and improving the incentive mechanism;strengthen staff training,establish talent pool;publicizing corporate culture,create a good cultural environment for the construction of human resources;construct strategic human resource management mode;improve the leadership of administrative staff;assist staff for occupation development plan;form a reasonable allocation of human resources;and put forward the planning objectives of human resource strategically.There are more questions need to discuss whether theoretically or practically,and there are many difficulties to overcome.Only by advancing with the times and update the ideas of human resource management constantly,while considering the development prospects of unit and taking into account the staff's ability and psychological state at the same time,we can do a good job of human resources management,realize the profit maximization,promote enterprise developing by leaps and bounds.I believe that through unremitting efforts,the human resources of Tianjin Survey Institute will rise quickly.
