With the integration of global economy, acceleration of structural transformation in arms industry, development of weapons and equipment, and changes of future combat pattern, the cycle time of research and development of arms is getting shorter and shorter, which requires urgent demand on high-quality talents in those overall weapon research institutes. As a critical part of the Institutes, core human resources need to be clearly identified, well managed and efficiently allocated. How to increase the utilization of core human resources and how to optimize the allocation of core human resources so as to enhance the core competence of enterprises and institutes in weapon industry, is an important and meaningful research subject.Starting from survey on its current situation of human resource in Weapon Industry NO.202 Research Institute, this paper defines its core human resources and analyzes its main problems and issues. Based on the competency quality cobweb model of core human resources established by the author, the Position-Employee Match Model and Algorithm is presented with a calculation example. Finally,some suggestion in accordance to previous problems and issues is made to maximize the efficiency of enterprises and the core human resources’work desire.As the external and internal environment is changing all the time, the core human resources in Weapons Industry Research Institute is changing as well. Recognizing core human resources allocation is a continuous improving dynamic cycle, we must continuously integrate the practice with theory to optimize core HR allocation in order to achieve more benefits for institutes and enterprises.
