Research On The Regional Cooperation Based On Enclave Economy

Since the reform and opening up,as a strong economy province,the Pearl River Delta region has been the engine of the economy and the growth pole in Guangdong.Especially Shenzhen as the window of China's reform and opening,led a rapidly growth in economic development in the past 30 years.But in Guangdong the serious imbalances in regional economic development is a big problem.In the prefecture-level cities Shanwei and Meizhou the per capita GDP even didn't reach the half of the national average.In order to accelerate the economic development of the southeast Guangdong,and to promote the Coordinated Development of Regional Economy,in 2011 Guangdong government approved the establishment of the Shenzhen-Shantou Special Cooperation Area.This paper contains the following sections.In the first part,it introduces the background and significance of the regional cooperation according to the related theories.Also it discusses the enclave economy concepts with the real practice in China.In the second part,based on the history and development of the Shenzhen-Shantou Special Cooperation Area it conducts a SWOT analysis and points out its development strengths,weaknesses,opportunities and challenges.In the third part,it describes the development planning of the Shenzhen-Shantou Special Cooperation Area and the development layout and scale considering from the strategic position and development goals.In the last one it focuses on the special economic development policy for the Shenzhen-Shantou Special Cooperation Area after analyzing the current economic situation and infrastructure.Through this study it proves that the Shenzhen-Shantou Special Cooperation Area has a good development prospects with the excellent geographical location,the accurate development positioning and the powerful policy support.
