Research On Horizontal Intergovernmental Cooperation In The Development Of Enclave Economy

Since the implementation of reform and opening up in 1978,with the constant exploration of the development path of socialism with Chinese characteristics,China has experienced a process from a planned economy to a commodity economy to a market economy.Local economies have flourished and made brilliant achievements.However,the unbalanced and uncoordinated development among different regions has gradually emerged,and the development gap between cities has become larger and larger.As a new economic model,"enclave economy" has played a very important role in promoting regional economic integration,undertaking industrial transfer,and promoting the development of backward regions,etc.,which has enjoyed great attention and popularity from local governments.The co-building parks through cross-regional cooperation,usually the carrier of "enclave economy",have sprung up all over the country.In the process of building co-building industrial parks,some industrial parks found success through intergovernmental cooperation,getting good benefits.But a fair number of them managed by painstaking efforts and ended in failure.How to use the platform of co-building parks to strengthen intergovernmental cooperation,promote regional economic development through "enclave economy",and achieve multi-win has become a key direction for scholars in political science,economics,public management and other subjects to study regional integration and intergovernmental cooperation.By virtue of theories of public administration such as theory of intergovernmental relations,theory of cooperative governance as a guide,this paper makes a definition of the concepts of "enclave economy",co-building parks and intergovernmental cooperation and explains the status of the three cross-regional cooperation parks in Jiangsu Province Yancheng City Dafeng District--Changzhou high-tech zone Dafeng industrial park,Suzhou Yancheng coastal Cooperative development park,Shanghai-Jiangsu Dafeng industrial linkage agglomeration park to form the basis of this paper so as to conduct a research about the relevant issues of horizontal intergovernmental cooperation in the process of "enclave economy" development.Through analyzing and comparing the three co-building parks one by one,this paper aims to find out the government's role,cooperation motivation,development status and difficulties faced in the process of different co-building parks development and analyze the reasons emphatically.The three co-building parks are all built under corresponding political background.Although their operation modes are different and the development levels are uneven,they are all facing many problems.The reasons are mainly the lack of top-level design,the imperfect management system,the imperfect benefit distribution mechanism,the unfulfilled role of the market and other aspects.At the same time,learning the construction and management experience of successful cases such as Suzhou-Singapore industrial park,China-Singapore Suzhou-Chuzhou modern industrial cooperation park,Shenzhen-Shanwei special cooperation zone provides reference for horizontal intergovernmental cooperation.This paper discusses the significance of horizontal intergovernmental cooperation in process of the "enclave economy" development and points out that it is beneficial to urban development,regional coordinated development and economic globalization.In view of the problems faced in the intergovernmental cooperation of the three cooperative co-building parks in Dafeng District,countermeasures including strengthening the management mechanism,improving the incentive system,obtaining policy support and optimizing the business environment are proposed to help solve the practical problems so as to promote the development of "enclave economy" and realize multi-win.This extends to the process of Chinese "enclave economy" intergovernmental cooperation development,optimizing suggestion from the aspects of establishing the scientific concept of win-win cooperation,constructing long-term organization management system,establishing perfect benefit coordination mechanism and creating scientific development operation mode are put forward.
