At Home And Abroad Based On The Comparison Of Cost Benefit And The Xinjiang Production And Construction Corps Cotton Subsidy Policy Research

In recent years,China's Yangtze River and Huanghuaihai cotton two cotton growing area yield decreased gradually,at the same time the Xinjiang cotton yield gradually increased and makes Xinjiang corps cotton to further highlight the responsibility.But with the rise of factors of production and labor costs,and the uncertainty of the weather,the final yield of cotton planting has high risk,coupled with the country "the reduction of cotton increased grain" of the agricultural policy,the Xinjiang corps cotton industry faces many challenges.Under this background,the need to understand the new situation of cotton profits,farmers planting cotton is the net income or loss,the proportion of cost factors of cotton farmers,whether the current cotton subsidy policy,compensation policy is reasonable and so on.The exploration of these problems will be beneficial to the sustainable and healthy development of Xinjiang cotton industry.The Department of statistics and survey data of cotton farmers,using the method of statistical analysis of the Xinjiang construction corps cotton planting cost and profit situation were studied in detail,and compared with the three major cotton producing regions and national data,the cost benefit analysis on the basis of the Corps area of cotton subsidies for farmers the mechanism analysis.Through empirical analysis,we obtained the following main conclusions:(1)Xinjiang as the cotton planting area and yield the largest area,the Xinjiang Construction Corps is the largest area of Xinjiang cotton.In recent years,the corps cotton planting area scale and proportion continues to increase,the cotton yield corps and accounted for the proportion continues to rise,the yield per unit area of corps cotton is higher than the national average level and Xinjiang;(2)with the increase of cotton planting cost,the planting of cotton industry in Xinjiang region suffered losses,but in Akesu the survey area and as a representative of the Corps area is still at a positive benefit state.This is mainly due to the advantages of two corps area of cotton,is a high value per unit area,two is a low cost;(3)protection fees,water and there is a positive effect on cotton dropper fee income area,labor costs,machinery cost and mulch film had a negative effect on the rest of the cost of the project corps cotton yield,not effect on cotton yield significantly.(4)net income per family per capita net income and different division of the difference,the division of the cotton subsidies ranging.Six Division of the highest amount of subsidies per mu,the minimum amount of a single group of subsidies.The analysis found that the pure target price subsidy system will lead to unfair phenomenon,some farmers will not because the state subsidies to improve production efficiency,thereby reducing the overall efficiency of the cotton.
