Cotton shares main part in the social and economy developmentof Xinjiang Production&Construction corps(XPCC), so the farm with cotton as mainprofession have made indelible contribution to XPCC's economic development.XPCC is a special organization, which manages its own administrative and judicialaffairs within the reclamation areas. So some undesirable affairs are still existed, forexample: unclear property rights and bad relationship and mechanism betweengovernment and enterprise, cadres and masses and low efficiency, which has affectedthe cotton farms to develop and improve its competitiveness in market, andsuccessfully fulfill its duties of cultivating and guarding the frontier areas. Therefore,to study the management of mechanism operating system and building modernenterprise system company system is significant both theory and practice.The paper studied on the systematic and comprehensive, and analyzed thegeneral situation of cotton farms in planting, business, mechanism reform,organizational structure and how cotton is important in farm's economy, which is abackground and basement to research why cotton farms set up card to prevent cottonshipped out. By analyzing the decades of phenomenon of setting up check card forcotton in harvest season in cotton farms, studying the definition and characters of local protectionism, and it's harmful to society, and anglicizing its causes based onhistory, mechanism and economic structure, to propose the issues of unclearrelationship government and enterprise, out of ring mechanism, wasted resources,and contradiction between farm and its staff members, etc. Based on theory of themodern enterprise system, several favorable factors to promote the cotton farm totransform operational mechanisms and establish modern enterprise system have beenproposed. By analysis six aspects of separating the clear relationship betweenownership and improve the external environment, and promote coordinated reformsand adjust the organizational structure. This paper proposed several suggestions ontransforming function, building transforming basement for operating mechanism,supplying guarantee for set up modern enterprise mode, creating environment fortransforming management mechanism and building company governance institutions.The paper have discussed the reformation in cotton farms, and analysised the opinionsand causes of the card setting issue in cotton farms. Based on above, the paper hasproposed the solutions to resolve these issues, which will be beneficial to promote theXPCC to transform operating mechanism, establishing and exploring a modernenterprise system in cotton farms,and also it can help to carrying out reform in thecertain theoretical and practical value.
