| After decades of development,the scholars and organizations at home and abroad for the study of safety management performance have turned to the process in advance,and reached an agreement of combining the leading and lagging indicators.The establishment and application of the indicators framework is mostly based on the government regulation which is in the transitory stage to the self-management mode,but the enterprises themselves are lack of initiative.Resilience,which is originated abroad,is the inherent nature of the organizations,characterizing the ability of the organizations which can resist,absorb,adapt to the complex environment and rapidly return to the equilibrium under the external pressures,emphasizing the angle of subject.Based on the self-healing ability embodied in the organizations,resilience is utilized to modify a safety performance indicators framework to promote the self-management process and strengthen the resilience construction of the enterprises.As for the establishment of resilience measurement indicators framework,17 representative findings are selected to be the basis for precipitating indicators.Ultimately,11 first class indicators and 36 second class indicators are determined by combining,dividing and analyzing the meaning of the indicators which can be obtained from the 17 findings.Besides,the definitions and measuring points of the resilience measurement indicators are also described.As for the improvement of the safety management performance indicators framework,the corresponding relationships between the two indicators which come from the two indicators framework are established,and then the names,contents,and classes of the safety manangement performance indicators are regarded as the targets,and being supplemented,adjusted,and replaced according to the corresponding relationships.Finally,a widely applicable safety manangement performance indicators framework with resilience properties is established. |
