Study On The Operational Efficiency Of Expressway Based On DEA Methods

Recent years,many national highway system projects such as The Project of Verticals and Horizontals and the “7918 Project” have completed.The highway system in China developed very fast.China has developed into the country which has the longest highway mileage in the world.With the rapid development of the highway system,it also has revealed many serious problems.Among these problems,the current existence mode of “Loans to build,Fee to payment” is the most severely.Because of this,the companies that run highway in China can not supply themselves by the income,so the case of extension of toll road fees expires is very common and the highway system deviates from the public welfare nature gradually.The only way to enhance economic performance and make it become self-sufficiency is to improve the operation efficiency of the companies that run the highway in the country.Given these above,this thesis takes the data from ten public listed highway companies,and based on that frames the evaluation indicators of highway project operation efficiency.Then we use the method of DEA to analyze the operation efficiency of highway companies and give some advises and suggestions in response to the questions.The research results show that: firstly,the ability of making money has little difference among the ten highway companies;secondly,these companies have much obvious difference in the ability of making the income into operation benefits.Comparing with their abilities of making money,their operational efficiency is much lower.Thirdly,making a comparison of the DEA analysis results between the first stage and the second stage,we could draw a conclusion that even though the highway companies do a great job to earn money,they can't make it into profits efficiently.What is more,the ability of turning the highway toll into operation benefits is much better than turning other income such as government subsidies and depreciation income.
