A Study On Resource Controls In Transnational Investment Projects Under Tight Schedules

Abstract/Summary:
Along with One Belt and One Road implementation in China, more and more companies are seizing opportunities to expand into the international market investing projects. The transnational investment projects, however, are facing complex international environment, which cause various problems, such as schedule delay and cost escalation. How to control the key resources to ensure timely completion has become one of the great challenges of international investment projects.Based on resource dependence theory and institutional theory,through the case analysis of a transnational investment project which faces the challenge of tight schedule, the study picked out four vignettes in the project, described its organization mobilization mechanism, analyzed, compared and concluded the conditions of controlling the key resources, and discussed mobilization mechanism, means and skills. Project participants at different levels are considered, namely the project level,investor level, the parent company level and government level. The study found out that those project participants applied different mobilization ways,including instructions,authorization, command and communication; the conditions of controlling the key resources are identified as follows: building goals identity,accumulation of power, turn to the parent company, set up the temporary organization,and communication; the higher the common goal of building the identity, the greater the accumulation of power, the easier to control the key resources of the project; in order to control key resources of the project, several ways are available, including turning to the parent company to mobilize the government or the subsidiary organization, mobilizing other organizations to participate in, and establishing a temporary organization together. Communication is an organizational mobilization way. This research contributes to the knowledge of international project management by drawing upon resource dependence theory and institutional theory.
