The reform of state-owned enterprises and the classification reform of public institutions are hot topics in these two years.On one hand the reform makes state-owned enterprises enhance vitality and achieve changing within stability through their administrative system.On the other hand it makes functions of social public service be strengthened to balance and meet the requirements of people and the economic development.Under the influence of gradual saturation of market demands and of policy regulation which has been taken flexibly and strictly by the government to keep the market developing in a healthy and ordered way,the real estate industry are activated rapidly on both internal competition and external constraint.Therefore,it is extremely urgent for local state owned real estate company to leverage the innovation of human resource management(HRM)efficiently to win the challenge and get performance during the battles between structure reform and survival.This paper selects CF state owned real estate company which is subordinate to some functional department of the government as the research object.After the classification reform of public institutions in ChengDu 2016,there are two institutions of this government functional department have been amalgamated,CF company has taken over some business and the extra-organizational personnel of one of them.First of all this paper introduces the research object,illuminating the background and significance of the research.It analyses the internal and external impact and the previous performance appraisal systems of CF company and clear the research contents by designing the thinking of the research.Secondly this paper sunmarizes the business environment of CF company.It is obvious that some serious contradictions happened and some problems still exist in the performance appraisal management after the new staff come.According to the real-time situation of the operation,the performance appraisal system of CF company has been optimized by means of the three methods mixed.It relatively innovates the performance appraisal system objectively and divides the appraisal object and key indicator and clears the performance appraisal cycle and weight.The performance pay of staff will be paid off by three parts which avoids most of the vulnerability caused by unbalanced evaluation.Finally this paper predicts the risk that may exist after the optimization of the system and formulates a whole relative supporting policy in case of need.This paper focuses on a cocktail way to perfect and improve the performance evaluation of CF company.The system will never be the absolutely impartial on account of all potential objectivity and subjectivity,but most of the research is applicable to the HRM of the same kind of national real estate company.I hope this paper can be helpful and provide references for the similar company.
