The long-term regulation mechanism of the real estate market and the influence of the market cycle have exacerbated the phenomenon of polarized development of real estate enterprises.On the one hand,with the accumulation of land resources and financing advantages to state-owned housing enterprises and large-scale housing enterprises,small and medium-sized private housing enterprises face difficulties such as strict policies,high land prices,difficult funds,and strong competition.Under the pressure of survival,the cooperative development between private housing enterprises and state-owned housing enterprises has shown a rapid growth trend.On the other hand,the "Guiding Opinions on Deepening the Reform of State-Owned Enterprises" issued by the Central Committee of the Communist Party of China and the State Council proposed to unswervingly become stronger,better and bigger state-owned enterprises,which has brought development opportunities for state-owned real estate enterprises.Real estate enterprises cooperate to develop projects under the complementary advantages,so as to activate state-owned assets and achieve the purpose of maintaining and increasing value.Of course,in the current stage of exploration and development,this seemingly win-win cooperation has also encountered many problems and challenges.According to statistics,70% of the reasons for the failure of the cooperative development of state-owned housing enterprises are related to the partners.Therefore,from the standpoint of the state-owned housing enterprises,it is particularly important to scientifically select the partners.At present,researches related to real estate cooperative development mainly focus on the upstream and downstream supply side,while the research on horizontal cooperative development is relatively scarce,and academic research has lagged behind the practice of cooperation between state-owned real estate enterprises and private enterprises.Therefore,in the context of Chinese characteristics,this thesis examines the evaluation and selection of private enterprise partners from the perspective of state-owned housing enterprises,hoping that the research results can provide theoretical guidance and methodological support for the practice of cooperative development of real estate projects.First of all,this thesis theoretically expounds the cooperative development of real estate,the typical cooperation mode between state-owned housing enterprises and private housing enterprises under private investment,and the risks related to the development process,and then comprehensively analyzes the existing relevant research and the actual case of the state-owned housing enterprise H company.This proposes an evaluation index system for state-owned housing enterprises to select private enterprise partners.Then,use the analytic hierarchy process and fuzzy evaluation method to establish the evaluation model of potential cooperative private enterprises,and carry out the empirical evaluation by taking the DC Sun City project as an example.Finally,the countermeasures and suggestions for optimizing management are put forward for the cooperative development of state-owned housing enterprises.The research significance of this thesis: In theory,first of all,it constructs an index system and an evaluation model for the scientific selection of private enterprise partners for state-owned housing enterprises under the current market economy background;secondly,it develops and supplements real estate cooperative investment theories.In practice,it is helpful to select private enterprises for development and application in projects;to improve the supervision level of non-dominant projects in cooperative projects;to improve the economic and social benefits of state-owned enterprises,and to improve the experience for application in more fields of real estate.
