As an important means of government regulation of income distribution,the minimum wage system,wage guidelines,industry labor costs,human resources market guide price measures play an important role in promoting the fair distribution of income,to protect low-income workers especially social vulnerable groups of the legitimate rights and interests.Compared with the other three measures in terms of the minimum wage system is for the government to take measures to intervene the main labor relations,compared to the other three kinds of mandatory measures more,but also fully embodies the "visible hand" to protect vulnerable groups efforts.The fair income distribution are increasingly high requirements,the implementation of the minimum wage system,the protection of low skilled workers to provide normal labor remuneration after a minimum amount of equity,so that they get more fair treatment,but also to ease the income gap the widening of the current situation,play an important role in promoting economic and social development,maintaining harmonious and stable labor relations,also has great influence on people's quality of life.However,the minimum wage in China are generally low,the development level of society and economy does not adapt,there are also some enterprises in the implementation of the minimum wage standard is not in place,the government to implement the minimum wage of lax supervision and other phenomena.The minimum wage continuously with the development of economy,while the low-income workers to share the fruits of reform and development,but to some extent also caused the enterprise labor costs continue to rise,under the pressure of the economic downturn,will be unable to bear huge labor costs of enterprises take layoffs,shrinkage recruit and other ways to reduce the use of labor the risk of loss,low income labor opportunity has increased to a certain extent.The minimum wage is reasonable or not,it has become an important part of government policy making departments need to seriously consider.In recent years,the northeast economy due to the continuous downward and concern,although the first half of 2016 from the published data,the downward trend gradually slow,but can not be a continuation of the past glory,how to ensure the development of the economy,to create a good investment environment to the companies,and guarantee the rights of the laborers,become the government make great efforts to solve the problem.Jilin province is less affected by the economic downturn impact,but it has also become a bottleneck in the development of private economy lags behind the slow pace of economic development,and gradually improve the minimum wage system,reasonable adjustment of the minimum wage,has become an important content to support the development of private economy.In order to further improve the minimum wage system in Jilin Province,to understand the minimum wage system in the implementation of the existing problems in the process,based on the minimum wage system in Jilin Province as the main research object,firstly,the research status at home and abroad were summarized,the economic statistics data collected through 1995 to 2015 in Jilin Province,the status of the minimum wage in Jilin the province was analyzed,and the average monthly wage of workers,the average monthly wage of workers in the provinces and the monthly minimum wage standard comparison,summarizes some problems of minimum wage system in Jilin Province,and gives the problems existing in the system of the corresponding policy recommendations,hope for the future of Jilin province to develop new minimum wage standards,the improvement of the minimum wage adjustment mechanism,provide advice and reference.
