The “No.1 Central Document” of 2017 stressed government need to constantly deepen the reform in agricultural supply side,accelerate to developo new momentum rural of economic development in countryside,make the new policy guidelines about the development of rural economy.This is the fifteenth years which has been mentioned about focusing on agriculture issuesin in “No.1 Central Document”.With the introduction of agricultural policies,such as “Agriculture comprehensive reform pilot scheme in two plain modern in Heilongjiang province” and “Rural land contract management rights and property rights of farmers housing mortgage pilot implementation plan in Heilongjiang province”,the development process of agricultural modernization is accelerating in Heilongjiang province.The main agricultural production demand for external funds and the greater the.Although the government attaches great importance to the investment of agriculture,but the funding gap is still very large in Heilongjiang province.Lacking of funds has seriously hampered the development of agricultural economy in Heilongjiang province.Agricultural production and operation of funds mainly rely on financial support.Agricultural credit plays very important role in the way of financial support.To perfect the agricultural credit is very important which must be passed to agricultural financial support efforts to increase.Therefore,this paper analyzes the current situation of agricultural credit in Heilongjiang Province,then the paper puts forward some suggestions to improve the existing problems.This paper studys the research trend of agricultural credit review at abroad and home in recent years,lay the theoretical foundation for the research.Understanding the development of agricultural credit,through investigation on the development of agriculture in Heilongjiang Province.From the overall situation and the perspective of credit for both the current situation of the development of agricultural credit in Heilongjiang Province,this paper points out the existing problems.Then analysis of the development of agricultural credit through the game analysis of credi in Heilongjiang Province.Research of the two sides in the agricultural credit behavior in the game,analysis of the results of the game.Finally,the recommendations of agricultural credit in Heilongjiang Province include: through the effective collateral,the expansion of agricultural credit,perfect the credit evaluation system,adjust the credit repayment rate,broaden the agricultural credit policy of financial supervision and public service system.Government should set up the six aspects of guarantee fund proposals about the agricultural credit in Heilongjiang Province.This research is helpful to understand the development trend of financial institutions to accurately grasp the present stage of agricultural credit market in Heilongjiang Province.To improve the quality of agricultural credit,and greater extent to meet the funding needs of farmers and agricultural enterprises,and promote the stable development of agriculture in Heilongjiang Province,which lays the foundation for the further research of about agricultural credit in Heilongjiang Province.
