| “The Belt and Road Initiative”strategy is a major national development strategy that the new leadership of the government put forward in view of the current international situation,the state also intends to build land and sea logistics industry development strategy.With the implementation of the strategy of“The Belt and Road Initiative”,China is bound to strengthen economic ties with the countries.The free flow of production factors and resources will increase the logistics demand and logistics infrastructure construction will also usher in opportunities.Henan province is located in the Central Plains and has obvious geographical advantages.It has become an excellent condition for logistics hub.The development of modern logistics industry in Henan province is helpful to achieve docking with the national strategy,Henan province will become the transportation hub of East to West and South to North.Based on the “The Belt and Road Initiative”strategic background,we combine research results at home and abroad.The main conclusions are as follows: First,the current situation and problems of the development of modern logistics industry in Henan province are clear,advantages are in the four aspects such as network infrastructure construction,information,logistics and cargo capacity,it also have some disadvantages such as the incomplete infrastructure system,the improper connection,imperfect formation construction and poor operation efficiency.Second,to further clarify the reasons,we introduce variables and models to the chapter.The panel data from 2000 to 2015 about 18 provincial cities are based on the SFA model,to measure modern logistics efficiency of Henan province and main factors that influence Henan province modern logistics development,the empirical results show that: the overall efficiency of Henan Province is low,the differences between regions are obvious;labor input,per ca-pita GDP,human capital,foreign trade and the open of EU trains can promote the efficiency of logistics,and capital investment,industrial structure and government intervention hinder the improvement of efficiency.Third,to explore the strategic positioning of modern logistics industry in Henan Provinceunder the background of “The Belt and Road Initiative”strategy.The fist step we analyze opportunities and challenges that Henan province's modern logistics industry have under the background of “The Belt and Road Initiative”strategy.On the one hand,the modern logistics industry in Henan province usher in a major opportunity in infrastructure construction,logistics demand,enterprise integration and other aspects,but on the other hand,it is faced with greater challenges in terms of investment environment,investment funds,logistics channel coordination and etc.At last,we emphasize the strategic positioning of Henan province and modern logistics industry in the “The Belt and Road Initiative”.Finally,through combing leading ideas of the development of modern logistics industry in Henan province,we put forward the path to support Henan province to construct regional logistics center and some measures to accelerate the development of modern logistics industry in Henan province.The new point of this article is that how put the “The Belt and Road Initiative”factor into the process of quantitative analysis,the usefulness of the SFA method can effectively avoid the statistical deviation in two-step method,and it can enrich the existing logistics evaluation system.This paper reviews the development thoughts of modern logistics industry in Henan Province,and puts forward the path of constructing regional logistics center in Henan,which has certain practical significance. |
