Economic Efficiency Evaluation Of ZAEA Based On DEA Model

With the continuous advance of economic globalization,air transport has become the port,river,railway,highway to promote regional economic development of the "fifth wave",many countries in the world have to the airport as the core of airport economy development,to foster the formation of new regional economic growth pole,Chinese has also been in different levels established more than 70 airport economic zone.Zhengzhou airport economic comprehensive experimentation area(hereinafter referred to as the "ZAEZ")is the first to Chinese airport economic as the theme of the National Experimental Zone,measure the level of economic efficiency,to explore the key factors affecting the economic efficiency and put forward corresponding countermeasures and suggestions,not only can promote Zhengzhou airport land and human resources intensive and efficient development,can also provide reference for the Zhengzhou airport strategy smoothly,provide a reference for the healthy development of other airport economic zone.Airport economic theory,efficiency theory and economic growth theory based on the method of combining normative analysis and empirical analysis,analyzes the current situation of Zhengzhou airport investment,2010-2015 output,found the Zhengzhou airport while air traffic increased dramatically,the economic strength continued to improve,the industrial structure has been optimized,but these achievements a great extent depends on the elements of investment and policy support of large-scale.By using the 2010-2015 panel data of ZAEZ and other 20 Airport Economic Zone,with the help of DEA model of ZAEZ economic efficiency was quantified measure,the study found that: lower ZAEZ economic efficiency,pure technical efficiency is the main reason for its comprehensive efficiency is low;including the effect of ZAEZ the economic efficiency of the high factor costs,administrative approval pattern backwardness,lack of support personnel,infrastructure lag and weak industrial base.Based on the results of empirical analysis,this paper thinks that the ZAEZ should pay special attention to improving the business environment,strengthen infrastructure construction,continue to cultivate innovation system and continuously optimize the industrial structure,in order to promote the ZAEZ economic efficiency.This paper has two innovations: First,focusing on the ZAEZ economic efficiency,with 20 provincial capital city international airport economic zone as the reference object.Second,it is the first time applied DEA evaluation to ZAEZ and other international airports.The quantitative analysis of the ZAEZ economic efficiency,based on the theory of airport economy and related influence factors of ZAEZ economic efficiency analysis,put forward to improving the efficiency of the ZAEZ economic policy,in order to ZAEZ to avoid weaknesses,achieving intensive,efficient and sustainable development.
