Research On The Innovation Of Financial Poverty Alleviation Model In Wangdu County Of Hebei Province

The Fifth Plenary Session of the Eighth Central Committee clearly put forward that the rural poor under the current poverty standards get rid of poverty by 2020,poverty counties are all out of poverty.The most difficult and arduous task of building a well-off society in an all-round way is in the countryside,especially in the poor areas.With the new era of national poverty alleviation work into a new stage,the first priority in our country in the period covered by the 13 th Five-Year Plan for Economic and Social Development is to concentrate on winning a new round of poverty alleviation.Financial poverty alleviation is an important channel for increasing poverty alleviation investment and is a key measure to get out of poverty.Wangdu County as one of the provincial poverty counties,the task of poverty alleviation is difficult and pressing,It is therefore essential to explore a model of financial poverty that is appropriate for its development.This paper takes wangdu county as research object,based on the comprehensive analysis of the economic development and the situation of financial poverty alleviation and the problems existing in the financial poverty alleviation in Wangdu County,drew on the successful model of the pilot counties in the province and designed innovative financial poverty alleviation model that is suitable for the development of Wangdu county,finally,this paper put forward countermeasures and suggestions to ensure the model successful application.The paper is divided into five parts:The first part is the theoretical basis of financial poverty alleviation.This part defines the concept of poverty alleviation and financial poverty alleviation,and also introduces the theory of financial exclusion,the theory of vicious cycle of poverty and the theory of poverty alleviation,which lays the theoretical foundation for the design of the innovative financial poverty alleviation model which is suitable for the development of Wangdu County.The second part is the situation of economic and financial poverty alleviation in WangduCounty,this part reveals the existing problems in financial poverty alleviation in WangduCounty based on the analysis of the economic development and financial poverty alleviation in Wangdu County.The third part is the experience of financial poverty alleviation model in provincial pilot counties.This part introduces and analyzes the successful experience of three financial poverty alleviation pilot counties in Fuping County,Longhua County and Wei County of Hebei Province,and provides guidance and reference for the design of innovative financial poverty alleviation model which is suitable for the development of Wangdu County.The fourth part is the innovation of financial poverty alleviation model in wangdu country,which is based on the characteristic industry of Wangdu County,and takes edible fungus,lotus root,chili,vegetables planting and pig and sheep breeding as the financial support,in order to innovate financial poverty alleviation model which is suitable for the development of Wangdu County,and promote its use.This part is based on the specific situation of poverty alleviation in Wangdu County,and puts forward the policy measures to ensure the successful application of the financial poverty alleviation model in Wangdu County so as to realize the goal of increasing poverty and poverty alleviation as soon as possible.
