The Again Obtain Employment Problems And Countermeasures Of Zhoushan Fishermen

Zhoushan,a coastal city in China,with good location and rich marine resources,known as the capital of fishing,was a famous marine fishery city.However,due to long-term overfishing and the deterioration of marine ecological environment,Zhoushan fishery resources increasingly exhausted,at the same time,our country and some neighboring countries have signed a fisheries agreement,a large number of fishermen have no fish to catch,and they are facing the risk of lost income.Therefore,the re-employment of fishermen and related issues has become increasingly prominent,and due to the large population of fishermen,once the unemployment crisis erupts,it will inevitable involve many aspects,and become a historic problem difficult to solve.and also a policy-related,complicated,and systematic engineering.So how to lead fishermen abandon fishing for production to fulfill the re-employment is of great practical significance for Chinese marine management science and sustainable development.This paper adopted the method of the document and qualitative analysis to study the theory of industrial structure adjustment,the theory of labor force transfer,the theory of urban-rural coordination,the theory of employment security,and then analyze the status quo of Zhoushan fishermen's employment,discuss the status of Zhoushan fishery,the status quo of Zhoushan fishermen's job transferring,and the ways of fisherman's re-employment.On this basis,this paper put forward the problems of the re-employment of fishermen in Zhoushan in two aspects: the influence of fishermen's own situation on re-employment and the arrangement problem of policy and system.Finally,corresponding suggestions are given on this paper: to adjust the industrial economic structure;to change the concept and improve the comprehensive quality of fishermen;to develop the modern fishery to promote the re-employment of fishermen;and to perfect the fishermen's social security system.Hopefully it will make a sense for further exploring the transfer of rural labor.This paper aims to enrich the research theory of the transfer of rural labor in Zhoushan,and attempts to study the problem of re employment of Zhoushan fishermen,find out the difficulties and problems in the process of re-employment of fishermen,look for reasons of these problems,and put forward the reasonable and effective solutions according to the relevant theory.
