The key is to increase the efficiency of fishery production,ensure the stability of fishing villages,and increase the income of fishermen.To create a strong social security system for the Zhoushan fishermen so that the fishermen will have a good old age and get a medical treatment to solve the worries of the fishermen so that the fishermen can focus on production.The further improvement of the fishermen's social security system is an important measure to promote the realization of relying on fishermen's lives,relying on production,and controlling risks,so as to ensure that fishermen can enjoy social welfare policies in a fair manner,thereby promoting the coordinated development of urban and rural areas and promoting the construction of the Zhoushan fishing area.This article selects the basic social security system of important fishermen in the peasant social security system as the research object.It focuses on the analysis of the basic conditions of the fishermen's production and life,and analyzes the current status of the Zhoushan fishermen's social security system and finds that the social security system is under construction.The following problems exist:The management and supervision system is backward;the laws and regulations are not perfect;the dual structure of urban and rural areas leads to the imbalance of the level of protection;the income and expenditure of the fund is unbalanced and the financing mechanism is not perfect.It is proposed that the construction of Zhoushan fishermen's social security system follows the following three principles: the principle of adapting the social security scope and standards of fishermen to the economic development level of the fishing area;the principle of combining family security with national guarantees and social security;and specific social security for fishermen The plan should be differentiated and refined for different types of fishermen,with their own emphasis and comprehensive coverage.In the construction of fishermen 's social security system,the main contents of the insurance system are pension insurance,unemployment insurance,and medical insurance.The process of the fishermen's social security system is accelerated,the social security management and supervision system for fishermen is improved,and the government's responsibility is strengthened;The economic development in the district has led to employment;pay attention to fishermen's education and training;develop fishery industry associations;mobilize fishermen's participation in social security initiativesprotection of marine resources etc,and has promoted the continuous development of the Zhoushan fishermen's social security system.
