Research On Bid Evaluation In Government Procurement Bidding

Government procurement as an important means of macroeconomic regulation and control of governments around the world,it has a long history,a wide range of social and economic development of other procurement subjects irreplaceable.At the same time,with its open,fair and impartial character and the principle of good faith,bidding is the most important way to participate in government procurement.The evaluation is the most important part of the whole process of government procurement bidding,and ultimately determine the results of the successful bidder,play a key role in the whole government procurement bidding work.But at present,there are many problems to be solved in China's government procurement bidding evaluation.This article from the basic theory of government procurement bidding evaluation process system,expounds the current situation of China's government procurement bidding and bid evaluation,the evaluation process of problem analysis,put forward countermeasures to solve China's government procurement bidding evaluation.This paper is consists of five parts.First of all for the introduction.This part is mainly an overview of the overall research purpose and significance,the domestic and foreign related research status,based on fully grasp the latest research direction and deficiencies,determine the direction of research and construction of the structure of this thesis.The second part describes the development process of the concept,characteristics and procedures of procurement bidding and government procurement bidding system,and introduces the basic concepts,basic principles and procedures of bid evaluation,evaluation methods and evaluation organization,put forward some necessary theoretical support for the following chapters.The third part from the evaluation subject angle,elaborated the composition and evaluation expert evaluation committee of their own problems;then analyzes the lack of evaluation mechanisms and accountability mechanisms bidding process setunreasonable,after the evaluation from the angle of evaluation procedures;finally,the evaluation method of evaluation index is not standardized,comprehensive evaluation index set is lack of discussion.In the fourth part of the evaluation process based on the analysis of the problems,from the current evaluation committee system reform,improve the evaluation process,the scientific selection of evaluation methods,put forward suggestions to improve the three aspects of evaluation supervision mechanism.The fifth part summarizes and prospects.It is the summary of the full text of the research content and conclusions,and look forward to further research related issues,and pointed out the inadequacies of the article.
