Government Procurement Bidding:Status Quo, Problems And Countermeasures

Bidding, which plays an important role, is the main form in government procurement. With the speedup of the state’s construction, an increased requirement for bidding is gradually needed. However, due to lack of management and supervision, there are many problems found in government procurement bidding. Therefore, the content of all aspects in government procurement bidding is worthy of further study.Through the study of literature research papers, cases and other methods, based on introducing the basic theory of government procurement bidding and taking "WBC Laboratory foundation project" of Shenzhen X Institute as an example, the systematic study on government procurement bid and bidding process is done.The whole thesis consists of six parts to elaborate.The first part describes the relevant background of domestic and abroad, as well as the theoretical and practical significance of the research. Research ideas and methods are elaborated in this paper, and the inadequacies of this study are pointed out.The second part is the theoretical analysis, id est an academic description on the government procurement bidding. It includes the concept of government procurement bidding, the government procurement bidding approach, government procurement bidding characteristics, government procurement bidding procedures, Evaluation&Determination method and function of government procurement bidding.The third part is empirical case study, taking the government procurement bid and bidding in "WBC Laboratory founding project" of Shenzhen X Institute for example. The requirement of government procurement is introduced. A comprehensive analysis and research on several aspects is made. These aspects includes:the government bid and bidding preparatory phase, the implementation phase of the bidding issuing, bid opening evaluation, calibration, the signing of the contract and the situation of the tender evaluation committee of experts conducted.The fourth part is the discussion about problems exposed during government procurement bid and bidding mainly based on the Shenzhen Academy X "WBC Laboratory Foundation Project" government procurement bid and bidding. For research, concluding the institutions are lack of binding and operational; procurement process is insufficient standard; Dodge tender gimmick is diversification; Bidding is too formal; the specialization of tender Tendering agency is not strong; The bidders wai standard, series standard; the bidding companys are pass off the sham as the genuine:Purchasing approval time is too long; Government procurement bidding period is longer, program is too trival. The reasons of these problems are mainly about:the laws and regulations and supplier selection method are not perfect, the tenderer behaviors are not standard, the unified national bidding market is not established, the violations punishment is not strong.The fifth part is the discussion about the policy recommendations, reasons put forward to improve government procurement bidding, based on government procurement bid and bidding problems in the tendering process. For research, targeted policy recommendations are put forward to in the following areas:improving the regional government system supporting the relevant laws and regulations; constructing bidding credit system; strengthening credit awareness; establishing further regulation on the bidding human behavior; increasing incentives efforts; establishing a unified national, inter-regional bidding market and industry organizations; strengthening quality training personnel involved in the tender.The sixth part is the conclusion of this thesis.
