Study On Development Countermeasures Of Chang-Tong Expressway Eco-economic Band

Since 2014,the CPC Central Committee has attached great importance to the ecological civilization construction.which has become an extremely important and urgent task for all levels of governments.The strengthening of ecological civilization construction was considered in the "Thirteen Five" Planning Recommendation from the CPC Central Committee as one of the ten key tasks during the coming 13 th five-year period.How to get out of a new coordinated path of economical and ecological development has become one of the key issues to be solved urgently in the New Normal.This is the foothold of this study.The Chang-Tong Expressway Eco-economic Band(CTEEB)is the first regional planning approved by the provincial governance of Jiangxi.During the past three years,the construction of CTHEB has achieved the phased effect,however,there are also several difficulties and shortcomings,which aren't only the common problems on the ecological civilization construction in the underdeveloped areas,but also the local problems.To summarize the experience and practice of CTEEB at theoretical level,and to put forward the CTEEB at practical level,both two are the focus of this study.After defining the core concepts such as the Ecological Civilization Construction,the National Demonstrative Pilot Zone of Ecological Civilization,and the CTEEB,this thesis applies the theories on public economics,regional economics and ecological economics,takes CTEEB as sample,uses research methods of documents study,investigation study,etc.summarizes the development status of the CTEEB from the aspects of background,main practice and stage effect,finds four kinds of problems,including realistic conditions,institutional mechanism,industrial development and cadre accomplishment,whose causes are analyzed simultaneously,and finally,proposes nine suggestions from the two aspects of the thinking and the measure of development,and especially four policy recommendations on mechanism innovation of CTEEB.This study attempts to closely link national and Jiangxi provincial public policies on the ecological civilization construction,and also the practice of the ecological civilization construction in Yichun,highlights the typical research object,the representative data,and the practical results.Its suggestions highlight the practical significance,and aim to supply policy guidance and decision-making references to some extent for ecological civilization construction at the underdeveloped areas.
