A Research On The Problem Of The Homogeneity Of Export-oriented Economy And The Countermeasures For The Development Of Differentiation In The Coastal Areas

China's "The Belt and Road" development strategy has entered a practical stage from the top-level design, and coastal areas as the development of China's export-oriented economy "leader", plays a more and more important role in the economic and trade cooperation in the world. In the new situation, the development of export-oriented economy in coastal areas is facing new challenges while meeting the major opportunities.In the process of China's export-oriented economy, coastal areas with a unique geographical location and low production factors gradually developed into a global foundry, the goods made in China are all over the world.In 2015,Coastal areas with 43% of the country's population, creating a national GDP of 559%.and, goods from 11 coastal provinces and cities have also accounted for 76% of the country's exports.The export-oriented economy in coastal areas has made gratifying achievements in the absence of capital, technology and human capital,however, the downward trend of export-oriented economy in coastal areas is becoming more and more obvious,and the convergence of the industrial structure, the breaking of the environment, the disorderly competition between provinces and municipalities, the reduction of the demographic dividend and the rise of the price of the factors of production have become obstacles to the development of export-oriented economy in coastal areas,From two aspects of dependence of foreign trade and foreign investment reliance,the "dependent economy"in the coastal areas of China not only makes the "diversification strategy" of coastal areas become a bubble, but also gradually becomes a major obstacle to the rise of the coastal areas in the international trade to the global value chain,Especially in the new pattern of"The Belt and Road", different types of coastal city also need to locate and reconstruct the regional competition and industrial division of labor. Therefore, it is urgent to solve the problem of how to open up the higher level, and actively participate in international division of labor and cooperation to ensure sustainable economic development in coastal areas.Firstly, this paper reviews the theoretical basis of the development of export-oriented economy,based on the understanding of the development of export-oriented economy in coastal areas, this paper sums up the problems and shortcomings in the development of export-oriented economy in coastal areas, and probes into the causes of the problems, the author believes that the solution of these problems must be based on the actual situation of coastal areas.Through analysis: coastal areas (not included in the Hong Kong, Macao and Taiwan area) between 11 provinces and cities, regional distribution, natural resources, human capital, export commodity structure and degree of opening to the coastal various provinces and cities and industrial structure,and so on and so forth are obvious objective differences, and these differences is coastal provinces differentiation realistic foundation and inevitable requirement of the development of export-oriented economy.The fundamental development of export-oriented economy in coastal areas, does not lie in how to eliminate these differences, nor to imitate each other in homogeneous competition, but to make different development strategies according to the comparative advantages of different regions along the coast.Only the regional coordinate and cooperate with each other to promote regional rational allocation of resources, so as to optimize the industrial structure among regions, and promote common development of regional export-oriented economy, finally realize the development goal of "first drive after the rich".At the end of the paper, the author expounds the basic ideas of the differentiation development of the coastal areas from four aspects: the principle of comparative advantage, the principle of sustainable development, the principle of full opening and the principle of coordinated development,and put forward some policy recommendations to the central government,the coastal provinces and enterprises.
