Research On Transfer And Continuation's Strategies Of Basic Endowment Insurance Relations Of Peasant Workers

With the development of reform and opening up and the acceleration of urbanization,the first generation peasant workers gradually fade out,new peasant workers increasingly have become main force of huge and particular peasant workers group,who contribute for economic development and urbanization construction,however,peasant workers work at a disadvantage because of low culture quality,shortage of vocational skills,lacking consciousness of joining insurance,and not uniting registered residence of city and country,especially with the crisis of the aging of population,our country presents the tendency of the prospect of growing old before it grows rich,and consciousness of equality and city sense of belonging of new peasant workers'strong appeals.How to ensure transfer and continuation's strategies of basic endowment insurance relations of peasant workers,which arouses great attention.At the beginning of the 1990s,our country always quest according to this problem,but it has not settled thoroughly.July 2014,our country enforce Interim measures for urban and rural old-age insurance system,it can not predict actual result.This paper by the way of questionnaire survey,it research on development situation of transfer and continuation's of basic endowment insurance relations of peasant workers by sample survey,it also survey on primary effect of Interim measures for urban and rural old-age insurance system by sample survey,and according to research conclusion,it analyze main reason of difficult transfer and continuation's,on this basis,it draw on policy and institutional arrangement of transfer and continuation's of American and European Union's social endowment insurance,from government's perspective,it puts forward to divide responsibility between central government and local government,strengthen nationwide management information system of endowment insurance,complementary supply service of endowment insurance's handing institution and so forth,from enterprise's perspective,it puts forward to abide by laws of paying endowment insurance tax for peasant workers,reinforce management philosophy of people oriented,from peasant workers' perspectives,it puts forward to increase the right-safeguarding consciousness of peasant workers,strengthen training course of education and skill.
