Research On Problems And Countermeasures Of Shanghai's Basic Endowment Insurance Relationship Transfer And Renewing

With the continuous development of pension system in our country,the problems of transfer and continuation for trans-regional endowment insurance have got more and more attentions.Those closely affected the benefits of who were insured.The demands of industry,property and technology development to human resources have accelerated the population mobility come with migrant workers' more and more burning desires for the smooth transfer and continuation of their endowment insurance relations.The transfer and continuation for endowment insurance relations are the unifying of rights and duties of endowment insurance,important contents of representing social justice,also a major issue which needed to be mainly solved in the processes of improving current social security system.The State Council has promulgated and implemented "Interim Measures on Urban Worker's Transfer and Continuation for Endowment Insurance Relations"(Interim Measures)in 1 January 2010,stipulated that all the peoples,including migrant workers who have participated in urban endowment insurance,their endowment insurance relations can be transferred with getting trans-regional jobs.After the "Interim Measures",governments at all levels successively published a serious of rules for implementation on transfer and continuation for endowment insurance.Shanghai has got a certain of achievements in advancing transfer and continuation for endowment insurance in accordance with overall arrangements of central government for many years.Meanwhile,because of the large population of floating employment,the complexity of pension system in our country and the differences among different areas,in practice,endowment insurance was restricted by multiple constraints,the rigid demands of transfer and continuation for endowment insurance relations cannot be well met.Supporting policies of transfer and continuation for endowment insurance relations and implements still need further improvements.After a certain period of implementing "Interim Measures",this paper tried to analyze the deep-seated reasons of difficult transfer and continuation for endowment insurance from the problems existing in Shanghai urban transfer and continuation for endowment insurance relations,and then formulated appropriate measures to completely solve this problems.
