The Analysis And Evaluation Of The Wind Power Tariff Policy

Since the 1970s,the wind power of the world has grown 28% every year by the average.The progressive improvement of wind power tariff policies is the important influence factor of swift growth of the wind power. After more than 30 years development,the level of wind power tariff in various countries has very big disparity. In some countries,the level of wind power tariff has approach their countries'average level of coal electricity price,and the wind power enterprises obtain steady progression.But in some countries,the wind power tariff stays at a high level,which causes the development of wind power enterprises to fall into a difficult position.The level of wind power tariff in China falls behind the international advanced level,one of reasons is the policy of wind power tariff cannot be suitable for the fast development of wind power, which has affected development of wind power enterprises in China eventually.This paper divides the development process of wind power tariff policies in China into four stages,namely the time of cost-tariff policy, the time of region wind power tariff, the time of special permission tender of wind power tariff as well as the time of fixed range pole of wind power tariff. And it carries on analysis and summary separately to these four times and analyses comprehensively the policies level of wind electricity price in each development phase.And proposes subject matters faced by China at present in wind electricity price policies.This paper analyzes the history about the wind power tariff policies,which have significant effect in the countries on the wind power tariff policies,including The United States,Germany and Denmark, by analyzing the foreign policy of wind power tariff and its status of implementation.On this basis,it concludes the common type of the policy about wind power tariff, including government plan,fixed tariff, capital subsidies,tax incentives,renewable energy quota system,green pricing,cost control and the bidding price,etc.,and analyses and evaluates respectively. Finally, it proposes the proposal to perfect the wind power tariff in China,including fixed tariff, capital subsidies, tax regulation and renewable energy quota system,which have direct influence in wind power tariff, and the perfect legislation of wind power, support to the technology exploitation of wind power and loan offers,which are the indirect influence of wind power tariff.Through this research,I expect that we could recognize profoundly the current situation and the development trend of the policy on the wind power tariff in China. And it helps to improve the policy of wind power tariff in China, and to promote the level of the wind power tariff.
