Research On The Government Support Policies For The Protection Of Intellectual Property Rights Of Enterprises

Under the situation of the global economic integration and the development of science and technology change rapidly,intellectual property rights has become an important part of the competitiveness of enterprises and regions,the intellectual property system plays an increasingly important role for innovative high-tech enterprises gradually pursue internationalization of economic development.The outline of the national intellectual property strategy,which was promulgated in the early twenty-first Century,is not only the need to deal with the development of the international situation,but also the inherent power and the core competitiveness of the regional economic development.The output of intellectual property rights is mainly from the city,and the more developed the economy of a city,the stronger the innovation vitality,the more prominent the core elements of intellectual property rights.It is an inevitable choice to strengthen the protection of intellectual property rights in the city,and vigorously develop the use of knowledge and intellectual resources,which is to change the economic mode,adjust the industrial structure,ease the constraints of resources and environment,and enhance the core competitiveness of the city.There is a popular saying that the top companies sells tandards,second-class firms sell brands,the third-class firms sell products,and companies at the bottom of the rung simply sell labour force,this sentence shows the important role of supporting and promoting the work of intellectual property protection for enterprise development.Although the role of intellectual property protection to promote the development of enterprises is obvious,there are still many problems.Through two questionnaires I found that problems in the protection of IPR of enterprises in Nanchang include:Awareness of intellectual property rights aid is not high;"12330" propaganda is not enough;The proportion of enterprises receiving intellectual property aid is lower;Insufficient understanding of the importance of intellectual property protection;The proportion of full-time staff is not enough;Understanding of the city's intellectual property protection policy is not enough,etc.Then combined with the functions of the relevant government departments and the support policy to analyze the reasons,Draw the conclusion that the government provides the support policy and the enterprise's IPR protection demand does not match.In order to enable enterprises to better respond to market competition,to play theeconomic and social value of intellectual property rights,the government needs to develop policies to adapt to the guidance of enterprises to strengthen the protection of IPR.Taking Nanchang as an example,this paper analyzes the problems and reasons in the protection of intellectual property rights in the region,and puts forward the strategy from the government's perspective : The concept of protection should focus on the construction of intellectual property strategy,formulating and implementing the strategy of intellectual property rights,improving the system of intellectual property protection;The thoughts of protection is to protect innovation as the main line,building knowledge innovation protection system,to form the virtuous circle system of intellectual property creation,application and protection;The system of protection should transform from divergent function to centralized function;The methods of protection is to pay attention to increase publicity efforts and personnel training,enhance the awareness of intellectual property protection,encourage enterprises to establish specialized intellectual property management agencies and equip with professional management staff;The Layout of protection should focuse on the independent IPR of high tech enterprises;The carrier of protection is to strengthen the construction of information infrastructure,etc.
