Research On The Function Changing And Policy Evolution In The Free Port Area In Europe

With the deepening of world economic integration,economic cooperation between countries becomes tight.Trade is a tool whose function to influence national economy,consolidate and improve countries' status in the international comprehensive power.All kinds of trade facilitation and investment facilitation measures come after trade liberalization.One of the sources among these measures,is the Freeport area which emerged in ancient Europe.Freeport area,presented trade liberalization and facilitation in the scope of whole world,first appeared in Europe.The reason definitely due to the economic and social form in superior at that time.At the same time,with the high level of development state,policies had been various from the changing of functions in the free port zone.The establishment of the European Union and the following deepening of integration,not only is the unity of economic policy,but also affects the special area like Freeportarea,even when the integration process has reached a unified currency,canceled the border line between members of the extent.Freeport area belongs to a country's economic and trade service form,is contrary to the EU unification,so that made the Freeport area gradually dying.The greater scope and deeper openness,such as free trade zone in the world got rapidly developed.The existing pilot free trade zone in our country,from the earliest Shanghai,to the present four provinces and cities including Tianjin,Shanghai,Guangzhou,Fujian,located along the eastern coastal,have different function orientation and policy focus.The Basic general planning of the free trade zone in china is according to the advanced experiences within Europe and America.It should be some realistic meaning with the comparison of the current free trade areas in our country and in Europe.In the empirical study,this article refers to the port competitiveness model,according to the situation and the characteristic of the index evaluation system.By principal component analysis and factor analysis method of SPSS software,it found out the dramatically gaps in the selected ports between Europe and China,so accordingly put forward corresponding policies and suggestions--at the macro level,we are suggested to continue to hold a line of open Second line while strengthen the management on the power list and the negative list and;at the micro level,we must continue to prop up of key industries,push the corresponding support policies,aiming at displaying the respective advantages to the maximum level among the existing four free trade zones under the background of various location.
