Research On Effect Of New Rural Endowment Insurance

New rural endowment insurance is the most important part of China's rural endowment system,the policy stability and continuous improvement can stabilize the farmers' expectations for the future,increasing farmers' income and promoting consumption in rural areas,and finally put a positive effect on China's dual economic system.Therefore,research on effect of new rural endowment insurance has great significance for improving the current rural domestic demand and sustainable development of policy.Firstly,this paper introduces the development process of the new rural endowment insurance,the advantages and disadvantages of the old system and the new rural endowment insurance are clarified through historical evolution.Then it makes an empirical analysis using statistical data and the national survey data in recent years,find out that the new rural social endowment insurance has positive effects on promoting consumption,promoting the improvement of labor supply,improving saving structure,stabilize capital market,improving the distribution of wealth.Next,some suggestions are put forward according to these effects,increasing farmers' income,strengthen the distribution of wealth effects of new rural endowment insurance,strengthening the stability of the new agricultural insurance for the capital market,to promote the mutual complement of new rural endowment insurance with other elderly supporting pattern.Also this paper has gave a solution to lacking of formula for calculating pension,which is a formula combined with several social and economic indexes,meet the policy goal of “covers basic and sustainable”.It is concluded via study that new rural endowment insurance has great impact on promoting rural and adjusting the rural development pattern,basically meet the elderly needs of people in rural area,the biggest bright spot is the government has assumed financing responsibility.But no one can deny that this policy still has some flaws,such as the low level of insurance,lacking of incentive mechanisms,low fund management and operating efficiency and so on.It is feasible to use new rural endowment insurance to protect the rural people's life and stimulate the economic development in rural areas.But whether the policy succeed or not is determined by the sustainable and adaptability.The policy cannot change constantly,the previous failure experiences also told us that economic environment healthy must be obtained,otherwise all the policies related with economic will be invalid.
