A Study On The Problems And Solutions Of Exeution Of New Rural Endowment Insurance

The rural population has accounted a larger part in the whole population in China, theaging of rural population has been more and more serious, so has the trend of pension ofthe rural population. The Chinese government insisted that its chief task is to focus onensuring and reforming people’s livelihood and it has put forward some requirement foraccelerating to establish the social insurance of the city and rural residents. From October1st,2009,10%of all the counties in China has been experimented for new ruralendowment insurance. The implementation of the new rural endowment insurance has agood effect on the endowment of the rural population as well as the reform of the ruralendowment insurance and stabilization of the society in rural areas. Whether the mode ofthe new rural endowment insurance can fit the demand of the pension of rural population,whether it can stimulate the reform and development of rural population will needstudying.This thesis has used the means of combination of theory and practice. From thefarmers who has participated in the new rural endowment insurance, on the basis of thetheory of the welfare economics, fair and justice, and hierarchy of needs, throughinterviewing, this writer has interviewed the farmers who share the different ages and indifferent villages, and procured the basic information and the comment and viewpoints onthe new rural endowment insurance. By way of making statistics of the farmers who hasparticipated in the new rural endowment insurance in a town, the writer has analyzed theimplementation, achievement and the problems of the new rural endowment insurance andfactors that influenced the wish of the farmers. The writer figured out that the new ruralendowment insurance has mainly achieved the goal of extensive spread, while most of thefarmer has participated in the lowest level of the new rural endowment insurance, whichhas been the biggest problem for the the rural population. As to the implementation of thenew rural endowment insurance, the local governments should not merely be driven toexecute the policies of our country, according to the situation and on the basis of the newrural endowment insurance,they should actively create a new way to fit the development of the the new rural endowment insurance.
